Kupang City Wins Top BKN Award for Merit-Based Civil Service Management
The Kupang City Government has secured the prestigious Adhi Manawa Nugraha Utama award from the National Civil Service Agency (BKN) for its success in building professional, merit-based civil service management. The award was presented by the Head of BKN Regional Office X Denpasar, Satya Pratama, to Mayor Christian Widodo in Jakarta on Monday (29/6).
Kupang was the sole recipient from East Nusa Tenggara, alongside the Badung and Jembrana regency governments. Mayor Widodo stated that the achievement was the result of collective efforts by all civil servants within the Kupang City Government who have consistently fostered a professional work culture oriented towards public service.
‘This award is dedicated to all civil servants of the Kupang City Government. It is not the work of one person, but the fruit of a shared commitment to building a professional, transparent, and public service-oriented bureaucracy,’ he said. He added that the accomplishment aligns with the city’s leadership philosophy of ‘To Govern is To Serve’, stressing that quality public service can only grow from a fair system, performance recognition, and open development opportunities for civil servants.
The city government has committed to further strengthening the implementation of the merit system, competency development, and digital-based bureaucratic transformation to become more responsive to community needs. Mayor Widodo emphasised that the award is not the final goal, but a motivation for continuous improvement in governance.
Kepala Kantor Regional X BKN Denpasar, Satya Pratama, explained that Kupang City achieved first place in the implementation of BKN’s Pro-ASN policy among nine nominees from 44 local governments across Bali, West Nusa Tenggara, and East Nusa Tenggara. The success was supported by the implementation of daily e-performance, functional position competency tests, monthly promotions, civil service digital archiving, and improved personnel service quality. The Adhi Manawa Nugraha Utama is the highest award from BKN for local governments excelling in civil service career management, merit system application, competency strengthening, and modern digital-based service transformation.
