Kupang City Strengthens Human Development

In conjunction with the 81st Anniversary of the Independence of the Republic of Indonesia, the Kupang City Government in East Nusa Tenggara is placing human development as one of the main foundations of regional development. For Mayor Christian Widodo, a city’s progress is not solely measured by the infrastructure built, but also by the quality of its people and the character of the society that grows within it. This view aligns with the official theme of the 81st Independence Day in 2026, ‘A Sovereign, Just, and Prosperous Indonesia’, which the Kupang City Government is realising through quality human development that is healthy, possesses character, and has equal opportunities to thrive. ‘Building a city is not just about building its physical structures, not just about building its infrastructure, but we must also build its people,’ he asserted. He considers that an advanced city is marked not only by modern buildings and facilities, but also by a society that respects one another, cares, engages in mutual cooperation, and has good access to education and health. Consequently, the Kupang City Government is strengthening human resource development through various approaches, ranging from education and literacy to character building and child protection, as well as enhancing the professionalism of government apparatus. These efforts target various groups, from children and the younger generation to the civil servants who are a crucial part of ensuring public services run better. The character building of the younger generation is a focus, demonstrated through a roadshow by the Family Welfare Movement (PKK) to several schools. In front of students, the Mayor stressed the importance of the courage to protect oneself from sexual violence through a simple message: ‘reject, run, and tell’. He also reminded them of the importance of maintaining mental health and holding onto their dreams. ‘It is not about having a big dream, it is about how you keep that big dream when you grow old,’ he said. This approach shows that education in Kupang is directed not only at academic ability but also at character formation, decision-making courage, and children’s ability to protect and develop themselves. Efforts to build a generation with character run parallel with strengthening literacy and equalising learning opportunities for every child. This commitment was reinforced by Deputy Mayor Serena Cosgrova Francis, who, during a visit by Australian Ambassador to Indonesia Rod Brazier to a state primary school, stressed that no child should be left behind due to limited access and learning opportunities. Investment in human development is also directed towards government apparatus as a key part of improving public service quality. The Kupang City Government received the Adhi Manawa Nugraha Utama award from the National Civil Service Agency (BKN) for its success in building a professional, merit-based, and career-oriented civil service management system. Kupang was the only region in East Nusa Tenggara to receive this award. The Mayor views civil service career development as an integral part of enhancing public service quality, a principle aligned with the city’s leadership philosophy, ‘To Govern is to Serve’. The Mayor sees the 81st Independence Day commemoration as a moment to reaffirm that regional development must produce people capable of filling the independence, not just a city with ever-increasing infrastructure.
