Kupang City Government Fails to Bring Documents to Plenary Session, DPRD Feels Slighted

The second plenary session of the Kupang City DPRD in East Nusa Tenggara, scheduled to hear the mayor’s explanation of the Draft General Budget Policy (KUA) and the Draft Budget Priorities and Temporary Spending Ceilings (PPAS) for the 2027 fiscal year, was forced to be postponed. The Kupang City DPRD felt disrespected because the city government had not prepared the required documents.

The postponement, with no set deadline, was announced directly by the Speaker of the Kupang City DPRD, Richard Odja, in the Sasando Main Session Room of the Kupang City DPRD on Wednesday (12/8/2026).

Richard stressed that the plenary session was adjourned because the city government had not prepared the documents needed to study and discuss the Regional Government Work Plan (RKPD) and the 2027 KUA-PPAS.

“The government did not provide the documents for us to study, and we are adjourning without a set time limit,” Richard asserted.

“Let us not blame one another, because our colleagues on the DPRD’s Deliberation Body have already done their work; it is only the government that failed to prepare the documents,” he continued.

Meanwhile, Deputy Speaker of the Kupang City DPRD Yeskiel Loudoe described the incident as a slight against the legislature. “Colleagues, this is a slight against this institution,” Yeskiel added following the statement from the Speaker.

The PDI Perjuangan politician also questioned the DPRD’s role in deliberating the budget if the basic documents were not yet available. “If there are no RKPD and KUA-PPAS documents, then what are we supposed to discuss?” he lamented.

The Kupang City Government has not yet provided an official statement regarding the delay. The city government is currently still preparing the documents requested by members of the Kupang City DPRD.

The session was held without the presence of Kupang Mayor Christian Widodo and Deputy Mayor Serena Francis. The city government was represented only by Kupang City Regional Secretary Jefry Pelt.
