Kudus Regency accelerates towards maximum three-day BPHTB service
The Kudus Regency Government in Central Java is accelerating the realisation of verification and validation services for payment of the Land and Building Acquisition Duty (BPHTB) to a maximum of three days, in accordance with the Joint Circular (SEB) of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency and the Minister of Home Affairs.
“We have prepared ourselves to provide fast services to the public, including in terms of BPHTB verification and validation, because we have previously built a new system for online services,” said Head of the Kudus Regency Revenue, Finance and Asset Management Agency (BPPKAD) Djati Solechah, accompanied by Head of Regional Revenue Planning and Operations Rama Rizkika in Kudus on Wednesday.
In preparation for the acceleration towards a maximum three-day BPHTB service, BPPKAD also held a Public Consultation Forum on “Optimising BPHTB Services to improve the quality of local tax services at BPPKAD Kudus” at the BPPKAD Kudus Hall, attended by notaries in Kudus.
In addition, BPPKAD has prepared applications, facilities and infrastructure, human resources, and standard operating procedures (SOP).
The Kudus Regency Government also signed a memorandum of understanding (MoU) with the Kudus Regency Land Office on 14 August 2026. The cooperation is directed, among other things, at supporting the integration of data and BPHTB services with the National Land Agency (BPN).
Kudus is not an initial pilot area for the implementation of the policy. However, the regional government is still making various preparations to implement the fast service.
“In system development, the new SIMBPHTB application will later be connected to the Geospatial-Based Revenue Information System (Simpad Geo). The system is also directed to be integrated with data and maps from BPN,” he said.
In addition, BPPKAD plans to move the physical server that has been used so far to a cloud system, because the current server is said to be around 10 years old.
“We are improving the system so that registration and verification can be carried out. The target is that it can be running by the fourth quarter or September 2026,” he said.
Regarding system integration with BPN, he said, preparation is still needed from both parties. BPPKAD Kudus will prepare facilities and systems, while BPN is also making preparations on the infrastructure side.
Meanwhile, Chairman of the Kudus Regency Regional Board of the Indonesian Land Deed Officials Association (IPPAT) Arif Widada welcomed the efforts of the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) to accelerate land services so that certificates can be issued within 10 days.
However, according to him, the implementation of the target needs to pay attention to all stages of the process that the public must go through, starting from BPHTB validation, deed preparation at the PPAT, land parcel plotting, to the registration and issuance of rights transfer at the Land Office.
Arif Widada acknowledged that he supports the acceleration programme because faster services will certainly provide convenience for the public and PPATs.
According to him, the 10-day target should be understood as the entire series of processes, not merely the service time when the public has already come to the PPAT.
“If all parties involved are able to carry out the acceleration commitment, the target is not impossible. Before the service acceleration, the BPHTB validation process took two to three weeks. Meanwhile, the entire process from when a client comes to the PPAT until the certificate is issued can ideally be completed in about one month if all stages run smoothly,” he said.
