KSPSI Says Government to Announce Outsourcing Regulations Soon, Here Are the Leaks
President of the All-Indonesian Labour Confederation (KSPSI), Andi Gani Nena Wea, stated that the government will announce several strategic labour policies in the near future. These policies include new regulations on limiting outsourcing and the formation of a Task Force on Layoffs (Satgas PHK).
This was conveyed by Andi Gani during a press conference by the May Day 2026 Committee in the Menteng area, Central Jakarta, on Monday (27/4/2026). Andi Gani said that the regulations will limit the types of work that can be outsourced.
“The outsourcing regulations will be announced by the government in 1-2 days, before May Day. I have heard the news and met directly with the government; it will be limited to five types of work, and there is a time limit after which they must be made permanent employees,” said Andi Gani.
Andi Gani provided a leak that the five sectors permitted for outsourcing include transportation services, security, catering, cleaning personnel, and mining support services. Outside of those sectors, companies are required to appoint workers as permanent employees.
“Only limited to five types of work. Outside of that, everything must be permanent employees, not allowed to be outsourced. I heard (the time limit) is mandatory for one year, after that they must be appointed as permanent employees. There are also criminal sanctions,” stated Andi Gani.
He said that these regulations are likely to be issued in the form of a Minister of Manpower Decision (Kepmenaker) referring to Law No. 13 of 2003 on Manpower.
In addition to outsourcing issues, Andi Gani explained that the government will announce the Satgas PHK in the near future.
“Yes, I emphasise once again that the Satgas PHK will be announced before May Day. The Satgas PHK tomorrow or the day after, even before Wednesday, I heard it will be announced by the government and will work directly,” he continued.
The Satgas PHK will be filled by elements from the working class, academics, to state officials.
“It will be filled by labour figures, academics, and officials from cross-sectoral ministries,” explained Andi Gani.
Later, the nomenclature of the institution will be named Satgas PHK and Improvement of Worker Welfare. Thus, the task force’s duties will cover health, education, housing, and social security for workers.
“So that replaces the DKBN. I emphasise that the DKBN is not the President failing to keep promises; we labour leaders requested that it be made simple as Satgas PHK but more effective and simpler,” added Andi Gani.
“Because if it’s a council again, a council again, too many institutions and the state budget is already there, and there is already the Tripartite LKS which represents labour unions, employers, and also the government,” he continued.
On the same occasion, Andi Gani appreciated the swift actions of the government under the leadership of President Prabowo Subianto. He stated that almost all labour demands have been met, from the appointment of Marsinah as a National Hero, the PPRT Law, to revisions of outsourcing regulations.
“We thank President Prabowo and the government for keeping the May Day promises. Workers will be very happy,” said Andi Gani.
