KSPI: THR Must Not Be Paid in Installments; Violating Companies Should Be Strictly Sanctioned
Semarang — The Secretary of the Indonesian Labour Unions Confederation (KSPI) for Central Java Province (Jateng), Aulia Hakim, has urged companies in Central Java not to pay Lebaran holiday allowances (THR) in instalments to their workers. According to Aulia, cases of THR instalments recur annually and should be dealt with firmly in accordance with the rules.
He explained that THR payments to workers are regulated in Government Regulation Number 36 of 2021 and Regulation of the Minister of Manpower Number 6 of 2016. ‘In those regulations, not a single article says instalments are allowed. THR must be paid in full,’ Aulia said in an interview on Friday (6 March 2026).
Aulia added that THR payments must be made no later than seven days before Eid. He revealed that as of 2 March 2026, KSPI Jateng had opened complaint posts for workers facing THR payment problems. The posts are opened in several worker-basis areas such as Cilacap, Karanganyar, Demak, Jepara, Brebes, Tegal, and the City of Semarang.
‘Later, for areas that are not bases, such as Temanggung, Purbalingga, Banjarnegara, we will connect them for assistance from the nearest district that is a base,’ he said.
He also said he hoped the Central Java Department of Manpower and Transmigration (Disnakertrans Jateng) could take firm action when receiving reports of companies that do not meet THR payment procedures. ‘It is always a classic problem, instalments, claiming they cannot pay, even though the company is in good condition. It should be firm; this is what violates the law, not merely administrative sanctions, but criminal penalties, uphold the rules,’ he said.
