KSP pushes for presidential regulation to operationalise grassroots economy cooperatives

Jakarta - The Presidential Staff Office (KSP) is pushing for the acceleration of regulatory completion so that the Merah Putih Village/Sub-district Cooperatives that have been built can immediately deliver tangible benefits to the community. While inspecting the operational readiness of the Arjowinangun Merah Putih Sub-district Cooperative (KKMP) in Kedungkandang District, Malang City, East Java, on Friday (12/6), Presidential Chief of Staff General (Ret.) Dudung Abdurachman stated that the outlet building, supporting facilities, and vehicle fleet are ready. However, there is no Presidential Regulation (Perpres) yet to serve as the basis for management, meaning it cannot yet become fully operational. “I will report to the President as soon as possible so that the Perpres can be issued immediately. Subsequently, Agrinas Pangan Nusantara, as the party that will provide initial capital support, can also promptly carry out its role so that this cooperative can operate and serve the community,” Dudung said in a statement in Jakarta on Saturday. Dudung further expressed appreciation for the readiness demonstrated by the cooperative management on the ground. According to him, various operational support aspects are already in place, ranging from the building and business facilities to operational vehicles. “The human resources are ready, both the cooperative chairperson and the management are ready, the building is ready, and the operational infrastructure including vehicles is also ready. It is just the Perpres that is missing. Hopefully, this Perpres can be issued as quickly as possible so the cooperative can become operational soon,” he revealed. Based on the field inspection results, it is known that the Arjowinangun KKMP outlet has been physically completed. However, operationalisation is still awaiting a verification and validation process before the asset handover can take place. Meanwhile, the cooperative manager recruitment process is still ongoing, and the selected participants are scheduled to complete training in August 2026. In addition, the regulatory aspect is also a primary concern. To date, the Presidential Regulation concerning the management of Merah Putih Village/Sub-district Cooperatives is still in the drafting process. The regulation is expected to serve as a legal foundation providing certainty regarding governance, asset management, financing, employment relations, and cooperative business operations on a national scale. The drafting of the Presidential Regulation is being initiated by the Ministry of Cooperatives and is hoped to be completed soon to support the acceleration of operationalisation of KDKMP and KKMP in various regions.
