KSP Proposes Budget Separation from State Secretariat Ministry, Citing Reasons
The Chief of Staff to the President (KSP), Dudung Abdurachman, has requested that his agency’s budget no longer be under the umbrella of the Ministry of State Secretariat (Kemensetneg) budget. This proposal was presented during a working meeting between the KSP and Commission XIII of the House of Representatives (DPR).
Dudung stated that budget separation is necessary to optimise work performance and strengthen the KSP’s independence. He noted that many KSP activities currently rely on the State Secretariat’s official travel budget. “We are concerned that the element of independence is not guaranteed because it leans towards one of the ministries,” Dudung said during the meeting held on Wednesday, 3 June 2026.
He also highlighted the KSP’s budget constraints, which he deemed inadequate for performing duties, particularly field activities such as investigations. Dudung even admitted to having used personal funds while conducting an investigation in a fishing village in Palembang, South Sumatra. This occurred due to sudden schedule changes following a summons by President Prabowo Subianto.
“At that time, my secretary informed me of additional ticket costs due to the schedule change, and I had to use personal funds because the budget was insufficient,” he remarked.
Despite these challenges, Dudung emphasised that all KSP personnel continue to work professionally in executing the agency’s institutional duties and functions. He noted that various KSP programmes have proceeded according to plan.
He expressed hope that Commission XIII of the DPR would consider the proposal to separate the KSP budget from the State Secretariat to allow for more optimal performance. “Imagine, the KSP budget, excluding salaries, is only around Rp3 billion per year. How can we resolve issues between ministries under such conditions?” said the former Commander of Kodam Jaya.
In response, Commission XIII of the DPR expressed support for the proposal to separate the KSP budget from the Ministry of State Secretariat. The Commission assessed that adequate budgetary support is essential for the KSP to perform its strategic role effectively, ensuring that its work is not hindered by financial limitations.
Commission XIII member Yanuar Arif Wibowo stated that the KSP holds a vital position as an instrument of the President in ensuring that national priority programmes are implemented successfully. Therefore, the KSP must be supported with adequate budget allocations to carry out its duties and functions. “The budget must be structured proportionally and based on programmes,” said the PKS politician.
