KPU Announces 2029 Election Stages to Begin in 2027 with Rp 1.4 Trillion Budget
General Elections Commission (KPU) Chairman Mochammad Afifuddin has stated that the stages for the 2029 election will begin in 2027. The KPU has proposed a budget of Rp 1.4 trillion to finance a number of preparatory activities for the election, including planning, registration, and candidacy.
“In 2027, the KPU will commence the stages for the 2029 election, so there are several stage activities for which the budget has been allocated according to the needs of the intended stages,” Afifuddin said during a working meeting with Commission II of the House of Representatives (DPR) in Jakarta on Monday, 15 June 2026.
Afifuddin detailed the total budget allocation of Rp 1.4 trillion. Firstly, programme and budget planning activities, as well as the drafting of implementing regulations for the election, are allocated Rp 339.9 billion. According to presentation materials, this budget is intended to support the financing of regulation drafting, socialisation, technical training, electoral technical guidance, strengthening election information technology support, the selection of Provincial and Regency/City KPU members, and the preparation of logistics for the election stages.
Next, the proposed budget for the registration and verification of election participants is Rp 464 million. The activities supported by this financing include registration, filing, document organisation, and the verification of political party candidate files. “This is usually the registration of political parties as candidates for the 2029 election,” he said.
Furthermore, the KPU has allocated Rp 187.5 billion for the establishment of ad hoc bodies by the regency/city KPU work units along with their operational support.
There is also the updating of voter data and the compilation of the voter list, with a total proposed budget of Rp 239.3 billion. In this stage, the budget allocation will be used for updating voter data by data collection officers appointed by the KPU, procuring updating equipment, socialising updating methods, paying officer honorariums, and the process of recording and announcing the data to the public.
The election stage for determining the number of seats and electoral districts is budgeted at approximately Rp 164 billion. Meanwhile, the stage for the candidacy of the president and vice president, as well as the candidacy for members of the DPR, DPD, Provincial DPRD, and Regency/City DPRD, is allocated Rp 33 billion. In the candidacy stage, this budget will be used to finance preparations, administrative checks, field verification, and final checks on the administration by KPU work units.
“Some of these stages must be started this year while temporarily referring to the existing Election Law, including the stages that were carried out five years ago by the KPU,” Afifuddin stated.
The working meeting between Commission II of the DPR, the KPU, and the Election Supervisory Body (Bawaslu) on Monday, 15 June 2026, touched on the discussion process for the revision of the Election Law, which has not progressed in the parliament. Commission II Chairman Muhammad Rifqinizamy Karsayuda stated that the commission is exercising its authority in the budget oversight function through the work and budget plan (RKA) for the 2027 State Budget.
The NasDem Party politician then affirmed that the existence of the KPU and Bawaslu remains guaranteed, even though a working committee for the Election Law revision has not yet been formed. “We are carrying out our budget function, and that simultaneously guarantees that the KPU and Bawaslu will continue to exist in 2027. Regardless of the discussion on the Election Law Bill, whose working committee we have not yet formalised in Commission II of the DPR RI,” he said at the opening of the meeting at the DPR building, Jakarta, Monday.
Rifqinizamy stated that Commission II deliberately scheduled separate meetings with the independent election organisers. However, the Election Organiser Ethics Council (DKPP) had already held a working meeting earlier because its administration and secretariat fall under the Ministry of Home Affairs.
The discussion on the revision of the Election Law was last held by Commission II on 2 June. At that time, the DPR invited researcher Siti Zuhro from the National Research and Innovation Agency (BRIN) and KPU Chairman for the 2004–2007 period, Ramlan Surbakti. Under the current law, the government should start forming the election organiser selection committee in August or September.
Article 167 paragraph (6) of the current Election Law states that the election stages must begin no later than 20 months before voting day. If the 2029 election follows the same pattern as the 2024 election, voting day is estimated to be around February 2029. Therefore, the stages must begin around June–July 2027.
