Jakarta (ANTARA) - The Commission for Accelerating Police Reform (KPRP) recommends developing a clear career path for prospective Chief of the Indonesian National Police (Kapolri) to ensure mature and experienced leadership.

“So that someone can become Kapolri, as it relates to rank, what is being built is the career path or career progression,” said KPRP member Retired Police General Ahmad Dofiri during a press conference in South Jakarta on Wednesday.

He explained that to become a senior police officer, ideally personnel should have served for 25 years and completed higher education, such as the Police Senior Staff and Leadership School (Sespimti) and the National Resilience Institute (Lemhannas) of Indonesia.

In addition, prospective Kapolri candidates are recommended to have at least 11 years of experience as senior officers.

“With that service period, it is hoped that the candidates will have rich, mature, and capable experience,” he stated.

After serving for 1.5 years, personnel will be reassigned as deputy regional police chief. Then, after another 1.5 years in that role, they will be brought back to the National Police Headquarters and the Police Education and Training Agency (Lemdiklat) to become a two-star general.

“So, to become a two-star general, one should have at least held positions for 3 years through that career path, minimally in two roles, namely as a director or bureau chief and as deputy regional police chief,” he said.

“7.5 years after that, this official will be mature. Then become a three-star general,” he added.

After achieving three stars, personnel will serve for approximately one year. If promoted to Kapolri, they will serve for 2-3 years before entering retirement, which typically occurs at age 58.

“For Kapolri, it’s approximately 2-3 years ideally. This is to ensure good regeneration as well. That’s the career path. So, there are no restrictions on the Kapolri position,” he said.

Coordinating Minister for Law, Human Rights, Immigration, and Correctional Services, who is also a KPRP member, Yusril Ihza Mahendra, stated that the recommendation is substantive and has the potential to drive major changes, including the possibility of revising the Police Law.
