Jakarta (ANTARA) - The Komisi Percepatan Reformasi Polri (KPRP) has recommended that ex officio members should not serve on the Komisi Kepolisian Nasional (Kompolnas).

“Its membership, which has previously included ex officio members, the commission’s recommendation states that in the future, to ensure greater objectivity, the ex officio positions should be eliminated,” said KPRP member retired General of Police Ahmad Dofiri during a press conference in South Jakarta on Wednesday.

He stated that KPRP recommends the nine Kompolnas members should come from societal representatives.

“Representatives from retired high-ranking (pati) Polri officers, then from senior advocates with proven experience, but they must not be active advocates and must step down, as well as from academics and community leaders. Something like that,” he said.

In addition, KPRP recommends expanding the duties and authority of Kompolnas. The first recommendation is that Kompolnas can conduct direct oversight in areas related to development within Polri.

“Whether that is human resources (SDM), logistics, or budget, and also related to operational fields,” said Dofiri.

Furthermore, Kompolnas is recommended to conduct investigations related to violations of the Polri code of ethics, but trials will still be carried out by the Komisi Kode Etik Polri (KKEP).

“If Kompolnas considers the case significant, attracting public attention, and to ensure the ethics decision later, commissioners or Kompolnas members can sit as part of the judges in the KKEP during its trial,” he explained.

Not only that, KPRP also recommends that Kompolnas have executive powers so that recommendations issued must be implemented by Polri.

Previously, President Prabowo Subianto received the final report and recommendations from the Komisi Percepatan Reformasi Polri, submitted by Jimly Asshiddiqie as Chairman of the Commission at the Presidential Palace in Jakarta on Tuesday (5/5).

The President received several books, including one titled “Jembatan Aspirasi untuk Reformasi Polri” as well as “Tindak Lanjut Rekomendasi”.

Its contents consist of various proposals and recommendations from the Komisi Percepatan Reformasi Polri to carry out improvements in the police institution.

Yusril emphasised that the recommendations submitted are substantive and have the potential to bring major changes to the police institutional system. In fact, several proposals are considered capable of impacting revisions to the current Police Law.

“If approved, there will be implications for changes to the existing Polri law,” said Yusril.
