KPPU Exposes Tying Practices in Minyakita Oil Sales
The Acting Head of KPPU’s Regional Office IV in Surabaya, Dyah Paramita, revealed findings of tying practices in the sale of Minyakita oil products at several traditional markets in Surabaya, East Java. Tying refers to sellers imposing conditions on consumers to purchase a second product when buying the first product.
“Based on monitoring conducted at several traditional markets in Surabaya, field findings still exist regarding tying practices in the sale of Minyakita brand cooking oil,” said Dyah Paramita during a surprise inspection at Wonokromo Market in Surabaya on Monday, 9 March 2026.
Tying practices violate Article 15(2) of Law No. 5 of 1999 on the Prohibition of Monopolistic Practices and Unfair Business Competition. Under this regulation, such findings receive particular attention from KPPU, as the law explicitly prohibits agreements containing conditions that require recipients of goods to purchase other goods.
KPPU reminded business actors that in distributing and trading Minyakita, they must observe principles of fair business competition. Traders were also urged not to engage in practices that restrict consumer choice or hinder market mechanisms.
The preventive measure taken by KPPU was to request the distributor to immediately alter its sales behaviour in the market. Should such practices be found in the future, field findings will form the basis for KPPU to take strategic action or legal measures, including summoning the business actors concerned.
According to Dyah, KPPU will continue to monitor price and distribution dynamics of food commodities during the Ramadan period through to Eid al-Fitr. This is to maintain a healthy business competition climate and protect consumer interests.
“Business actors must exercise caution in conducting food sales practices to avoid violating the provisions of Law No. 5 of 1999,” said Dyah.
During the inspection at Wonokromo Market in Surabaya, KPPU recorded cooking oil prices for brands other than Minyakita in the range of IDR 18,000 to IDR 21,500. Minyakita brand cooking oil was priced at approximately IDR 16,000 per litre, with the Government’s Maximum Retail Price (HET) and Government Reference Price (HAP) both set at IDR 15,700 per litre.
