Jakarta - The Indonesian Trade Safeguard Committee (KPPI) has officially terminated the investigation for the second extension of Safeguard Measure Import Duty (BMTP) on imports of roll bond and fin type evaporators, which are parts of refrigerators, freezers, and other cooling or freezing equipment. KPPI Chairperson Julia Gustaria Silalahi stated that the decision to halt the investigation was based on findings which concluded that the petitioner, PT Fujisei Metal Indonesia, is no longer experiencing serious injury or threat of serious injury. Moreover, the structural adjustments have been almost fully realised. “Based on the investigation results, there has been an improvement in the petitioner’s performance indicators during the 2015-2025 period, covering production volume, sales volume, installed capacity, utilised capacity, number of employees, and operating profit,” Julia said in a statement in Jakarta on Wednesday. She added that the consistent recovery in performance during the initial BMTP imposition period (2020-2022) and the first BMTP extension period (2023-2025) demonstrates that the trade safeguard measure has been effective in providing the petitioner with the opportunity to undertake structural adjustment, as intended under Article 7.1 of the WTO Agreement on Safeguards and Article 88 (3) of Government Regulation 34/2011. Specifically, during the second extension investigation period (2023-2025), the petitioner’s performance showed a relatively stable condition and continued to generate profit, even amidst an increase in imports. Furthermore, she explained that since the BMTP was imposed from 2020 to 2025, the petitioner has almost entirely completed its structural adjustment programme commitments with an average realisation rate of 97.22 percent. Julia explained that BMTP is a state levy to remedy serious injury or prevent a threat of serious injury suffered by domestic producers or industries as a result of a surge in imports of like or directly competitive goods. The BMTP aims to allow domestic producers or industries suffering from serious injury or threat thereof to make the necessary adjustments.
