KPPI Begins Investigation into Extension of Import Safeguard Measures for Evaporator Products

Jakarta (ANTARA) - The Indonesian Trade Safeguard Committee (KPPI) is conducting an investigation into the extension of trade safeguard measures (TPP) against imports of roll bond and fin-type evaporator products, effective from Tuesday (7/4). The evaporator products in question cover one 8-digit harmonized system (HS) code, namely ex 8418.99.10, in accordance with the 2022 Indonesian Customs Tariff Book (BTKI). The investigation follows a request for extension of TPP imposition submitted by PT Fujisei Metal Indonesia (PT FMI), a domestic evaporator producer. “Based on the preliminary evidence from the extension investigation request submitted by PT FMI, KPPI has found indications of serious injury or threat of serious injury experienced by the applicant,” said KPPI Chair Julia Gustaria Silalahi in a statement in Jakarta on Thursday. Julia added that these indications can be seen from several declining domestic industry performance indicators during the 2023-2025 period. In addition, PT FMI still requires additional time to complete its structural adjustment programme. “With this extension investigation, we hope that the domestic industry can survive the threat of injury that could lead to operational cessation. Furthermore, it is hoped that the domestic industry can become more competitive compared to imported products, especially from China,” said PT FMI Marketing Manager Dwi Widodo. In 2025, the origin of evaporator imports is dominated by the People’s Republic of China (97.69 percent), followed by Thailand (2.05 percent), Mexico (0.18 percent), Japan (0.06 percent), and other countries at 0.02 percent. Imported evaporator products are widely used in the refrigerator and air conditioner manufacturing industries as a medium or tool for freon circulation in refrigerator and freezer cooling systems.
