KPK warns stakeholders over Rp1.8 trillion village cooperative fan procurement

Jakarta (ANTARA) — The Corruption Eradication Commission (KPK) has reminded stakeholders over the procurement of electric fans for the Red-and-White Village/Neighbourhood Cooperative (Kopdes Merah Putih) programme, which is estimated to cost Rp1.8 trillion.

“In the process and mechanism of goods and services procurement, it must be ensured from the outset that the planning is sound — whether the goods or services being procured genuinely match the needs, and how the scale of priorities is determined,” said KPK spokesperson Budi Prasetyo at the KPK’s Red-and-White Building in Jakarta on Monday.

Budi said the KPK is also reminding stakeholders about the preparation of the owner’s estimate (HPS) so that it does not become an entry point for suspected corruption.

“Because this is the initial gateway when a suspected act of corruption occurs, for example through mark-ups of prices and the like,” he said.

In addition, Budi said the KPK is reminding stakeholders about the conditioning of procurement project winners and the splitting of projects so that vendors can be appointed directly.

“For this reason, the KPK continues to urge leaders in ministries and agencies, regional governments, and supervisory units such as inspectorates to proactively carry out monitoring and evaluation,” he said.

Previously, member of Commission VI of the House of Representatives (DPR RI) Mufti Anam, during a working meeting with Cooperatives Minister Ferry Juliantono on 15 July 2026, raised the issue of the fan procurement for village cooperatives, whose budget was extraordinarily large.

“Today the public is being stirred up by the issue of the procurement of 1.8 million electric fans worth Rp1.8 trillion. We tried to seek information on this issue, but we could not obtain a single piece of information from the government about this procurement. We also approached the parties concerned, and they dared not answer. So on this occasion, we would like to ask the Minister,” said Mufti.

According to him, the unit price of each fan should have been much cheaper, around Rp338,000, based on his observations on e-commerce marketplaces.

In response, Cooperatives Minister Ferry Juliantono said the procurement of fans for village cooperatives was not under the authority of the Ministry of Cooperatives.

“As for the fans, I don’t know about it because the procurement is not ours,” he said.

However, Ferry said the procurement budget could reach Rp1.8 trillion because one fan unit cost around Rp11 million.

“However, I don’t know the exact details,” he added.
