KPK Uncovers Shadow Structure within Ministry of Agrarian Affairs and Spatial Planning
The Corruption Eradasting Commission (KPK) believes there are two organisational structures within the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN): the official one and a shadow one.
“We see as if there are two charts or structures in ATR/BPN. There is an official organisational chart or structure, and there is also a chart or structure that acts like a shadow,” said KPK Spokesperson Budi Prasetyo at the KPK Red and White Building, Jakarta, on Wednesday (16/9).
Budi explained that the KPK holds this view due to the numerous layers or circles involved in alleged bribery cases within the ATR/BPN environment, particularly involving four private parties suspected of being confidants of the Minister of ATR/BPN, Nusron Wahid.
“There are many circles outside the ATR/BPN structure, such as F (Fahd Arafiq), and then ARF (Arif Sugiyanto) who act as collectors, money managers, and intermediaries between external parties and state officials within the ATR/BPN environment,” he said.
Previously, the KPK conducted a sting operation (OTT) in the Jabodetabek area on 14 September 2026. The operation was related to alleged corruption in the processing of building rights (HGB) for PT Summarecon Agung Tbk in Bogor Regency, West Java. A day later, the KPK named eight individuals as suspects in the alleged bribery case within the Ministry of ATR/BPN.
The suspects include the Director General of Land and Spatial Control and Order at the Ministry of ATR/BPN, Lampri; the Head of the Bogor Regency Land Office I, Sontang Coin Manurung; the President Director of PT Summarecon Agung Tbk, Adrianto Pitojo Adhi; and Rizal Pahlevi, acting as a private party or intermediary for Summarecon.
Other suspects include the former Regent of Kebumen, Arif Sugiyanto; the Chairman of the Golkar Party DPP, Fahd El Fouz, also known as Fahd Arafiq; and private individuals named Erwin and Muhammad Fakhry. All four are alleged to be trusted associates of the Minister of ATR/BPN, Nusron Wahid.
