KPK Uncovers Network Aiding Corruptors: Family, Aides to Political Colleagues

Indonesia’s Corruption Eradication Commission (KPK) has identified patterns of involvement by individuals close to the main perpetrators of corruption crimes. This network or circle not only plays a role during the execution of corrupt modus operandi but also frequently acts as a layering mechanism for receiving proceeds from corruption offences. Moreover, the roles of other parties around the perpetrator are often used as a means to disguise and channel the money. “From several cases handled by the KPK, a phenomenon of involvement in the main perpetrator’s ‘circle’ has emerged, from family members, trusted individuals, work colleagues, to political colleagues,” stated KPK spokesperson Budi Prasetyo in his remarks, quoted on Tuesday, 21 April 2026. “Some are involved from the initial planning process, jointly committing the acts, while others act as ‘layers’ or intermediaries in receiving corruption proceeds, up to parties that help store or disguise the flow of funds,” he added. Budi also alluded to the alleged corruption case related to procurement in Pekalongan Regency, which implicated the regent, Fadia Arafiq. The regent, through her family, allegedly intervened with regional apparatus to ensure the regent’s family company won the procurement tender. “The family members are also suspected of receiving flows of money from the corruption offence,” Budi revealed. In addition to the regent’s case, the KPK found supporting roles in the Bekasi Regency case, involving a family circle between son and father. “The regent, through his father, is alleged to have received ‘ijon’ (kickbacks) from private parties in Bekasi Regency,” he stated. Similarly, the Tulungagung Regency case followed a comparable pattern through a network of work colleagues, including the regent’s trusted aide or ADC. On the other hand, the KPK uncovered multi-layered schemes in customs cases. In addition to alleged cash receipts stored in safe houses, we also found the use of work colleagues’ names as nominees or for holding fund accounts. This situation demonstrates that corruption resembles an ecosystem, with some orchestrating, some executing, and some storing the proceeds. Public positions no longer stand neutral but often become meeting points for various interests, including as tools for quid pro quo or political financing.
