KPK Uncovers Land Cruiser 'Dowry' for Kuansing Regional Secretary Position
The Corruption Eradication Commission (KPK) has located a Toyota Land Cruiser that was allegedly hidden by Kuantan Singingi Regent Suhardiman Amby during a sting operation on 29 June 2026. The KPK suspects the vehicle was an instrument of bribery related to the buying and selling of positions within the Kuantan Singingi Regency Government.
“For the LC, the Toyota Land Cruiser, it has not been seized yet because it was only found last night,” said Acting Director of KPK Investigations Achmad Taufik Husein during a press conference at his office in Jakarta on Wednesday (1/7). Taufik stated that the vehicle would be seized as the investigation progresses. Currently, the evidence is being held at the Riau Regional Police. “So, it will be seized later in the investigation process going forward. But the unit itself has been secured at the Riau Police. Later, the mechanism regarding whether it is not yet fully paid off and so on, that will be a consideration for the investigation team; there was a third party with good intentions whom we will clarify,” he added.
The KPK has named Suhardiman, Regional Secretary Zulkarnain, and the Director of PT Mitra Ideal Consultant (MIC), Ardiles, as suspects in the alleged bribery case for the Regional Secretary position. The KPK explained that in April 2025, the Kuansing Regency Government opened a selection process for the position. There were two candidates: Fahdiansyah, the Assistant I of the Kuansing Regency Government who also served as Acting Regional Secretary, and Zulkarnain, the Head of the Public Works and Spatial Planning Agency.
Taufik stated that Suhardiman ‘requested a requirement’ of a Toyota Land Cruiser 300 GR-S SUV from the candidates participating in the selection process. Only Zulkarnain agreed to the request and was subsequently appointed as Regional Secretary for the 2025 period. “To fulfil this request, ZKN [Zulkarnain] then purchased one unit of a Toyota Land Cruiser 300 GR-S SUV for IDR 2.05 billion at a showroom located in the Greater Jakarta area,” Taufik said. “The purchase was made on credit or in instalments of IDR 46.5 million per month, with a tenor of 5 years.” Because his financial profile did not meet the requirements to apply for such a large loan, Zulkarnain used the identity of Ardiles, the Director of PT Mitra Ideal Consultant, to process the credit application.
Taufik further revealed that Zulkarnain had previously allegedly given a Mitsubishi Pajero Sport Dakar worth IDR 700 million to the acting regent during the appointment process for the Head of the PUPR Agency in 2021. That purchase was also made on credit, facilitated by Ardiles. The KPK suspects Ardiles assisted Zulkarnain in order to continue securing project packages within the Kuansing Regency Government. “Among them, ARD [Ardiles] won 13 projects at the PUPR Agency in the 2022 fiscal year with a total value reaching IDR 1.2 billion,” Taufik said. Furthermore, Ardiles again won projects in several agencies and the regional secretariat of Kuansing in 2025 and 2026 with a value exceeding IDR 966 million. The KPK also suspects Suhardiman received other gratuities related to the release of Limited Production Forest areas, and will further investigate this matter, including the alleged flow of funds to parties within the Ministry of Forestry.
