The Corruption Eradication Commission (KPK) has revealed that practices of extortion and backdoor admissions persist in the New Student Admission System (SPMB), based on its risk mapping. Consequently, the KPK issued Circular No. 7 of 2026 on Corruption Prevention and Gratification Control in SPMB Implementation on 25 May 2026.

Abdul Aziz Suhendra, Head of the Prevention Network Task Force at the KPK’s Gratification and Public Service Directorate, stated in a Jakarta confirmation on Friday that the circular aims to ensure the SPMB process is objective, transparent, fair, and free from corruption. He added that the circular is addressed to all educational institutions across Indonesia, urging them to avoid gratification practices and abuse of authority during student admissions.

The KPK explained that extortion tactics include unauthorised re-registration fees, ‘seat money’, and mandatory purchases of specific items without clear legal basis. Additionally, the commission identified data manipulation methods such as fabricated domicile claims, misuse of affirmative action channels, and altered admission lists.

Maladministration in SPMB implementation remains a concern, with issues including unclear school capacity, delayed complaint handling, and poorly documented decision-making processes. The KPK hopes local governments, educational institutions, and all stakeholders will collaborate to maintain integrity and prevent corruption through these methods.
