KPK Uncovers Command Chain in Summarecon HGB Bribery Case: Who is Behind It?

The Corruption Eradication Commission (KPK) will continue its investigation into the bribery case concerning the management of Summarecon’s Building Use Rights (HGB) in Bogor Regency.

Following the naming of suspects, the KPK is delving into the alleged chain of command and whether other parties were involved in orchestrating the case. “We will also trace the flow of orders—whether there were other parties providing instructions that subsequently built the construction of this case,” said KPK spokesperson Budi Prasetyo on Wednesday (16/09/2026).

According to the case construction, the Head of the Bogor Regency Land Office, Sontang Coin Manurung, admitted he would lift the block on Summarecon’s HGB upon receiving orders from his superiors. This is precisely what the KPK is investigating: the identity of the individual who issued such orders.

“That is the basis for why PT Summarecon approached Mr ERW (Erwin), who is known to be a trusted aide of the Minister,” Budi explained.

Budi added that the KPK is preparing its next steps, which may include searches and witness examinations.

Eight individuals have been named as suspects. These include the Head of the Bogor Regency I Land Office, Sontang Coin Manurung; Golkar Party politician, Fahd El Fouz (alias Fahd A Rafiq); former Regent of Kebumen, Arif Sugiyanto; and the President Director of PT Summarecon Agung Tbk, Adrianto Pitojo Adhi. Also implicated are the Director General of Land and Spatial Control and Order at the Ministry of ATR/BPN, Lampri, as well as Muhammad Fakhry, Erwin, and Rizal Pahlefi.

The KPK has also seized evidence worth Rp106 billion from several locations. This includes red suitcases found at the residence of Arif Sugiyanto (the former Regent of Kebumen and trusted aide to Minister of ATR/BPN Nusron Wahid) containing Rp31.86 billion, US$2,611,500, S$1,974,500, SAR 910 (Saudi Arabian Riyal), and RM 981 (Malaysian Ringgit).

Additional cash seizures include Rp896 million from the home of Rizal Pahlevi (private sector), Rp8 million from the home of the Head of the Land Rights Determination and Registration Section at the Bogor Regency I Land Office, Zimamun Ni’am Aulawi, and Rp49.5 million from the home of the Head of the Bogor Regency I Land Office, Sontang Coin Manurung.
