KPK Transfers Noel Ebenezer and 10 Convicts in K3 Certification Extortion Case to Sukamiskin Prison

The Corruption Eradication Commission (KPK) has transferred former Deputy Minister of Manpower Immanuel Ebenezer Gerungan and ten other convicts in the alleged extortion case related to occupational safety and health (K3) certification to the Class I Sukamiskin Prison in Bandung, West Java. “We have executed the prison sentences for the 11 convicts in the K3 case at Sukamiskin,” said KPK Director of Asset Tracing, Evidence Management, and Execution, Mungki Hadipratikto, at the KPK’s State Confiscated Objects Storage House (Rupbasan) in Jakarta on Wednesday. According to Mungki, the execution of Ebenezer and the ten other convicts was carried out by KPK executing prosecutors on Wednesday at around 11:00 AM Western Indonesian Time. On the same occasion, KPK Spokesperson Budi Prasetyo stated that the execution of the prison sentences could proceed because neither the 11 individuals nor the anti-corruption agency pursued further legal remedies. Consequently, the judge’s decision has become legally binding. “Thus, the ruling at the first level has become legally binding,” Budi said. The case originated from a sting operation (OTT) conducted by the KPK. On 22 August 2025, the KPK named Deputy Minister of Manpower Immanuel Ebenezer Gerungan and 10 other individuals as suspects in an alleged extortion case related to the processing of K3 certificates within the Ministry of Manpower. The suspects in the case included: 1. Irvian Bobby Mahendro, Coordinator for Institutional and K3 Personnel at the Ministry of Manpower for 2022–2025. 2. Gerry Aditya Herwanto Putra, Coordinator for Testing and Evaluation of Occupational Safety Competence at the Ministry of Manpower for 2022-2025. 3. Subhan, Sub-coordinator for Occupational Safety at the Directorate of K3 Development, Ministry of Manpower for 2020–2025. 4. Anitasari Kusumawati, Sub-coordinator for Partnership and Occupational Health Personnel at the Ministry of Manpower for 2020–2025. 5. Fahrurozi, Director General of Labour Inspection Development and K3 at the Ministry of Manpower from March to August 2025. 6. Hery Sutanto, Director of Institutional Development at the Ministry of Manpower from 2021 to February 2025. 7. Sekarsari Kartika Putri, Sub-coordinator at the Ministry of Manpower. 8. Supriadi, Coordinator at the Ministry of Manpower. 9. Temurila, a party from PT KEM Indonesia. 10. Miki Mahfud, a party from PT KEM Indonesia. 11. Immanuel Ebenezer Gerungan, Deputy Minister of Manpower. Subsequently, on 11 December 2025, the KPK announced three additional suspects in the case. They were former Head of the Public Relations Bureau of the Ministry of Manpower Sunardi Manampiar Sinaga, former Secretary of the Directorate General of Labour Inspection Development and K3 Chairul Fadhly Harahap, and former Director General of Labour Inspection Development and K3 Haiyani Rumondang.
