KPK to Detain Two Private Sector Suspects in Hajj Quota Corruption Case

The KPK has revealed it will detain two private sector suspects in the 2023-2024 Hajj quota corruption case involving former Religious Affairs Minister Yaqut Cholil Qoumas (YCQ). The two private sector suspects are Ismail Adham (ISM), operational director of PT Makassar Toraja (Maktour), and Asrul Azis Taba (ASR), chairman of Asosiasi Kesthuri.

“Two private sector individuals have been named suspects, but no arrests have been made yet. We have confirmed with investigators that detention is imminent, possibly this week or next,” said KPK Deputy for Enforcement and Execution Asep Guntur Rahayu to reporters at the KPK’s Red and White Building in South Jakarta on Monday (1 June 2026).

Asep explained that the delay in detaining the two suspects is due to the need to gather sufficient evidence. He noted that once a suspect is detained, investigators have limited time, which may hinder optimal evidence collection.

“We will proceed with forced detention once the evidence is complete,” Asep added.

In the Hajj quota corruption case, the KPK has named four suspects: former Religious Affairs Minister Yaqut Cholil Qoumas (YCQ); former Yaqut’s special staff Ishfah Abidal Azis, alias Gus Alex (IAA); Ismail Adham (ISM), operational director of PT Makassar Toraja (Maktour); and Asrul Azis Taba (ASR), chairman of Asosiasi Kesthuri. So far, only Yaqut and Alex have been detained, while Ismail and Asrul remain unarrested.

The KPK suspects Ismail and Asrul provided money to Yaqut, the former minister, via intermediary Gus Alex, Yaqut’s former special staff. Ismail allegedly gave USD 30,000 to Gus Alex and USD 5,000 to Hilman Latief (HL), former director-general of the Ministry of Religious Affairs’ Hajj and Umrah Affairs in 2024.

The KPK states the state loss in this case amounts to Rp622 billion, a figure calculated by the State Audit Agency (BPK).
