KPK: The Family of Fadia Arafiq Enjoy Rp19 Billion From Pekalongan Regency Government Outsourcing Services

The Corruption Eradication Commission (KPK) has revealed that the family of Pekalongan Regent Fadia Arafiq benefited from Rp19 billion in payments tied to outsourcing services procurement and other procurements within the Pekalongan Regency Government for the 2023-2026 fiscal years. One year after her inauguration, Fadia as Regent, together with Mukhtaruddin Ashraff Abu—her husband and a member of the Indonesian House of Representatives—and their son Muhammad Sabiq Ashraff, founded a company named PT Raja Nusantara Berjaya (RNB).

After one year of operation, throughout 2023-2026, RNB was found to have secured outsourcing services procurement projects across several Pekalongan Regency Government agencies. During that period, Fadia, through her son Sabiq and trusted associates, allegedly intervened with heads of departments to ensure RNB would win outsourcing services procurements across various Departments, Districts, and the Regional Public Hospital (RSUD) in Pekalongan.

“Even though other companies submitted lower bids, the agencies were required to award to the ‘Mother Company’,” said Asep Guntur Rahayu, Deputy for Enforcement and Execution of the KPK, at the Merah Putih Building on Wednesday (4/3).

In 2025, PT Raja Nusantara Berjaya dominated goods and services procurement (PBJ) projects in the Pekalongan Regency Government by carrying out outsourcing procurements in 17 SKPDs, 3 RSUDs, and 1 District.

From 2023 to 2026, inflows to PT Raja Nusantara Berjaya totalled Rp46 billion sourced from contracts between the company and Pekalongan Regency agencies. Of that sum, Rp22 billion was used to pay outsourcing staff salaries, while the remaining Rp19 billion was enjoyed and distributed to family members and close associates of Fadia. The breakdown included Rp5.5 billion for Fadia Arafiq; Rp1.1 billion for her husband Mukhtaruddin Ashraff Abu; Rp2.3 billion for RNB Director Rul Bayatun; Rp4.6 billion to her son Muhammad Sabiq Ashraff; Rp2.5 billion to Mehnaz Na in addition to another relative; and Rp3 billion in cash withdrawals.

It was noted that the distribution was arranged by Fadia via a WhatsApp group named “Belanja RSUD” with her staff. Each withdrawal was reported, documented, and sent through that group. Fadia Arafiq has been named the sole suspect by the KPK in this case.

The case emerged from a KPK Operation Tangkap Tangan (OTT) conducted on Tuesday (3/3) in Semarang, Central Java. A total of 14 individuals who were caught red-handed were immediately subjected to intensive questioning upon arrival at the KPK office.
