KPK Suspects Realisation of Rice Social Assistance Distribution for PKH Beneficiary Families Did Not Conform to Contract
Jakarta (ANTARA) - The Indonesian Corruption Eradication Commission (KPK) suspects that the realisation of rice social assistance distribution for beneficiary families of the Family Hope Program (PKH) in the field did not conform to the contract.
“It was found that the distribution did not reach the final point of distribution of the social assistance; it remained at the sub-district or certain points, so it still requires more effort to reach the final point. This means that it contradicts the contract for the distribution of the social assistance,” said KPK Spokesperson Budi Prasetyo to journalists in Jakarta, Thursday.
According to Budi, the KPK suspects that the non-compliance in the distribution of rice social assistance for beneficiary families of the Family Hope Program (KPM PKH) occurred on a large scale in several regions in Indonesia.
“This is quite widespread in several regions. We are still investigating this further in the field,” he said.
Therefore, he said that on February 25, 2026, the KPK examined two witnesses in the case of social assistance for KPM PKH for the PT Dosni Roha Indonesia (DNR) cluster to investigate this.
They are the Director of Operations of PT Dosni Roha Logistik or DNR Logistics for 2021–2024, Herry Tho, and the former commitment-making official of the Ministry of Social Affairs, Matheus Joko Santoso.
“Yes, we want to see how the contract is implemented in practice, because in the contract, the distribution is supposed to reach the final point or to the recipients,” he said.
On August 23, 2023, the KPK announced the suspects in a case that caused state losses of up to IDR 326 billion.
They are the President Director of PT Mitra Energi Persada and a member of the Advisory Team of PT Primalayan Teknologi Persada in 2020, Ivo Wongkaren (IW), a member of the Advisory Team of PT Primalayan Teknologi Persada, Roni Ramdani (RR), and the General Manager of PT Trimalayan Teknologi Persada and Director of PT Envio Global Persada, Richard Cahyanto (RR).
Then, the President Director of PT Bhanda Ghara Reksa or BGR Logistics (Persero) for 2018–2021, Muhammad Kuncoro Wibowo (MKW), the Commercial Director of BGR Logistics for 2018–2021, Budi Susanto (BS), and the Vice President of Operations of BGR Logistics for 2018-2021, April Churniawan (AC).
On August 19, 2025, the KPK announced the development of the case for the rice social assistance distribution cluster by PT Dosni Roha Indonesia, and prevented four people from traveling abroad.
On the same date, the KPK announced that it had named three people and two corporations as suspects in the rice social assistance distribution cluster, and assessed that the state suffered losses of up to IDR 200 billion.
The KPK, on October 2, 2025, again revealed the suspect in the case, namely Edi Suharto (ES), who is currently serving as the Expert Staff of the Minister of Social Affairs in the field of Social Change and Dynamics.
On February 25, 2026, the KPK announced that it was only carrying out travel restrictions abroad for three suspects, while one other person, namely Herry Tho, was still being treated as a witness.
Thus, the three suspects in the case are Rudy Tanoe, Edi Suharto, and the President Director of DNR Logistics for 2018–2022, Kanisius Jerry Tengker (KJT).
Meanwhile, PT DNR and DNR Logistics have been named as corporate suspects by the KPK.
