KPK Suspects Other Regional Heads Beyond Cilacap May Have Distributed THR to Military, Police and Prosecutors
The Corruption Eradication Commission (KPK) suspects that other regional heads in Indonesia, beyond Cilacap Regent Syamsul Auliya Rachman, have been distributing holiday allowances (THR) to regional coordinating forums (forkopimda), including military, police, prosecutors and judges.
“The KPK suspects that the distribution of THR from regional heads to forkopimda does not only occur in Cilacap District, but also in other regions,” said KPK Deputy for Enforcement and Execution Asep Guntur Rahayu at the KPK’s Red and White Building in Jakarta on Saturday evening, 14 March 2026.
As a result, Asep stated that the KPK has requested that regional heads throughout Indonesia refrain from distributing THR to their forkopimda members.
“The KPK reminds regional heads and forkopimda to have shared commitment in efforts to combat corruption, and to support each other in realising the principle of good governance in their respective regions with full integrity,” he said.
Previously, on 13 March 2026, the KPK announced its ninth hand-catching operation of 2026 and the third during Ramadhan. The operation arrested Cilacap Regent Syamsul Auliya Rachman and 26 others, as well as seizing cash in rupiah.
On 14 March 2026, the KPK named Syamsul Auliya Rachman and Cilacap Regional Secretary Sadmoko Danardoo as suspects in alleged extortion and other improper receipts within the Cilacap District Government, Central Java, for the 2025-2026 budget year.
Syamsul Auliya had targeted obtaining Rp750 million from the extortion scheme, which was to be divided into Rp515 million for the holiday allowance (THR) of the Cilacap District Regional Coordinating Forum (Forkopimda), with the remainder for personal purposes. However, he had only secured Rp610 million before being arrested by the KPK.
