KPK Suspects Maktour Owner Played Role in Hajj Quota Distribution
The Corruption Eradication Commission (KPK) suspects that the owner of hajj organiser PT Makassar Toraja, known as Maktour, Fuad Hasan Masyhur, played a role in the distribution of additional hajj quotas in the alleged hajj quota corruption case. KPK spokesperson Budi Prasetyo told journalists in Jakarta on Thursday that FHM, as the owner of Maktour and Chairman of the SATHU Forum (Silaturahmi Asosiasi Travel Haji dan Umrah), is suspected of having a crucial role in the initiative process for distributing the additional hajj quotas. The KPK also suspects Fuad Hasan was involved in managing the distribution of the additional hajj quotas, which were then sold to prospective pilgrims. Budi stated that the allegation relates to the flow of funds from special hajj operators (PIHK) that received larger additional quotas. The funds are then suspected to have flowed from a number of PIHK to individuals within the Ministry of Religious Affairs. On 9 January 2026, the KPK named former Religious Affairs Minister Yaqut Cholil Qoumas and his special staff member, Ishfah Abidal Aziz, also known as Gus Alex, as suspects. Fuad Hasan has not yet been named a suspect, although he was previously prevented from travelling abroad. The KPK detained Yaqut at the KPK’s Merah Putih Building branch detention centre on 12 March 2026, while Ishfah was detained on 17 March 2026. Yaqut’s detention status was temporarily changed to house arrest on 19 March 2026 at the family’s request. The KPK subsequently detained Yaqut again at the KPK detention centre on 24 March 2026. On 30 March 2026, the KPK named two new suspects, namely Maktour Operational Director Ismail Adham and former General Chairman of the Indonesian Hajj and Umrah Tour Travel Association (Kesthuri) Asrul Aziz Taba. Both were subsequently detained on 8 June 2026.
