KPK Suspects Fictitious Operational Funds During Lukas Enembe's Era Reached Trillions

The Corruption Eradication Commission (KPK) is continuing its investigation into the alleged corruption regarding the management of operational support funds within the Papua Provincial Government in 2022. The KPK has revealed that fictitious operational funds during the era of the late former Governor of Papua, Lukas Enembe, reached trillions of rupiah.

KPK spokesperson Budi Prasetyo explained that investigators interrogated five bank employees on Thursday and Friday, 17-18 September 2026. During these examinations, investigators delved into the allegations of fictitious disbursements for the Papua Governor’s operations in 2022, valued at trillions of rupiah.

“Investigators are deepening their understanding of witness knowledge regarding the alleged fictitious disbursement of the Papua Governor’s operational funds in 2022, with values reaching trillions of rupiah,” Budi told reporters on Monday (21/9/2026).

The KPK has named the Assistant Expenditure Treasurer for the Head of the Papua Provincial Region, Deus Enumbi (DE), as a suspect. State losses in this case have reached Rp 1.2 trillion. Deus is alleged to have committed the act alongside Lukas Enembe.

The massive fund allocation was allegedly designed by Lukas. Lukas is said to have created a gubernatorial regulation (Pergub) so that the actions would appear legal.

Lukas Enembe allegedly intentionally created the gubernatorial regulation to facilitate the plan for disbursing operational funds amounting to Rp 1 trillion per year. Through this regulation, Lukas is suspected of deceiving oversight from the Ministry of Home Affairs.

Lukas Enembe had previously held suspect status in this case, but that status was revoked following his death on 26 December 2023. The KPK is proceeding with the investigation into the Papua operational fund corruption case against suspect Deus Enumbi.
