KPK Summons Witness in Hajj Quota Corruption Case Today
The Corruption Eradication Commission (KPK) has again summoned Maktour boss Fuad Hasan Masyhur (FHM). Fuad has been called as a witness in the 2023-2024 hajj quota corruption case that has implicated former Religious Affairs Minister Yaqut Cholil Qoumas (YCQ).
“Today, Monday (15/6), investigators have rescheduled the examination of witness FHM as the owner of the Maktour hajj travel agency,” KPK spokesperson Budi Prasetyo told journalists on Monday (15/6/2026).
Budi stated that the KPK would examine Fuad because he is suspected of having knowledge of the management of additional hajj quotas. He mentioned that Fuad was aware of the management of the additional hajj quotas from the initial process of allocation, distribution, to the filling of quotas by the Hajj and Umrah Organisers (PIHK).
“Therefore, his testimony is required by investigators to complete the investigation file for this case,” Budi said.
Budi noted that investigators are confident Fuad will attend today’s summons after previously being absent due to performing the hajj pilgrimage.
“The KPK believes FHM will attend and provide his testimony during today’s examination,” he added.
Previously, Fuad did not comply with the KPK’s summons as a witness in the hajj quota corruption case on Tuesday (2/6). Fuad was unable to attend as he was still in Saudi Arabia.
“Witness FHM sent confirmation that he could not yet fulfil the investigators’ summons. The witness is still in Saudi Arabia in connection with performing the hajj pilgrimage,” Budi explained at the time.
In this hajj quota corruption case, the KPK has named four suspects. They are:
Former Religious Affairs Minister Yaqut Cholil Qoumas (YCQ)
Yaqut’s former Special Staff, Ishfah Abidal Azis alias Gus Alex (IAA)
Operational Director of PT Makassar Toraja (Maktour) Ismail Adham (ISM)
Chairman of the Kesthuri Association Asrul Azis Taba (ASR).
The KPK suspects Ismail and Asrul provided money to Yaqut in his capacity as former Religious Affairs Minister. The money was allegedly delivered through an intermediary, namely Yaqut’s former Special Staff, Gus Alex.
Ismail is suspected of giving money to Gus Alex amounting to USD 30,000. Ismail is also alleged to have handed over money to the former Director General of Hajj and Umrah Organisation at the Ministry of Religious Affairs in 2024, Hilman Latief (HL), amounting to USD 5,000.
The KPK stated that state losses in this case reached Rp 622 billion. The amount of the state loss was calculated by the Audit Board of Indonesia (BPK).
