The Corruption Eradication Commission (KPK) has summoned Muhammad Haykal Ismail Sadad, son of Indonesian House of Representatives member Anwar Sadad, as a witness in its investigation into alleged corruption of community group grant funds at the East Java Provincial Government for the 2019–2022 budget years.

“The KPK has scheduled a witness examination at the KPK’s Red and White Building in Jakarta, for an individual with the initials MHI, in his capacity as a private party,” KPK spokesperson Budi Prasetyo told journalists in Jakarta on Tuesday.

Besides Haykal, the KPK also summoned a private party with the initials AHF as a witness in the same case.

According to the KPK’s records as of 13.20 WIB (Western Indonesia Time), neither Haykal nor AHF had been registered as having answered the investigators’ summons.

The case is an expansion of the investigation into alleged corruption of East Java Provincial Government grant funds, which began with a sting operation against the Deputy Speaker of the East Java DPRD for the 2019–2024 period, Sahat Tua Simanjuntak, in December 2022.

On 2 October 2025, the KPK announced the identities of 21 suspects in the case. However, the investigation against the Speaker of the East Java DPRD for 2019–2024, Kusnadi, was terminated on 16 December 2025 because he had passed away.

The three suspects accused of receiving bribes in the East Java grant funds case are: Anwar Sadad (AS), Deputy Speaker of the East Java DPRD 2019–2024; Achmad Iskandar (AI), Deputy Speaker of the East Java DPRD 2019–2024; and Bagus Wahyudiono (BGS), a staff member of Anwar Sadad.

The seventeen suspects accused of paying bribes are: Mahfud (MHD), member of the East Java DPRD 2019–2024; Fauzan Adima (FA), Deputy Speaker of the Sampang DPRD 2019–2024; Jon Junaidi (JJ), Deputy Speaker of the Probolinggo DPRD 2019–2024; Ahmad Heriyadi (AH), a private party from Sampang; Ahmad Affandy (AA), a private party from Sampang; Abdul Motol lib (AM), a private party from Sampang; Moch. Mahrus (MM), a private party from Probolinggo and currently a member of the East Java DPRD 2024–2029; A. Royan (AR), a private party from Tulungagung; Wawan Kristiawan (WK), a private party from Tulungagung; Sukar (SUK), a former village head from Tulungagung; Ra Wahid Ruslan (RWR), a private party from Bangkalan; Mashudi (MS), a private party from Bangkalan; M. Fathullah (MF), a private party from Pasuruan; Achmad Yahya (AY), a private party from Pasuruan; Ahmad Jailani (AJ), a private party from Sumenep; Hasanuddin (HAS), a private party from Gresik and currently a member of the East Java DPRD 2024–2029; and Jodi Pradana Putra (JPP), a private party from Blitar.

Wawan Kristiawan, Sukar, Hasanuddin and Jodi Pradana Putra belong to the cluster of bribes paid to Kusnadi, whilst Achmad Yahya, M. Fathullah, Ra Wahid Ruslan and Moch. Mahrus belong to the cluster of bribes paid to Anwar Sadad and Bagus Wahyudiono.
