KPK Summons Maktour Boss Fuad in Hajj Quota Corruption Case Today
The Corruption Eradication Commission (KPK) has again summoned Maktour boss Fuad Hasan Masyhur (FHM). Fuad has been called as a witness in the 2023-2024 hajj quota corruption case that has implicated former Religious Affairs Minister Yaqut Cholil Qoumas (YCQ).
“Today, Monday (15/6), investigators have rescheduled the examination of witness FHM as the owner of the Maktour hajj travel firm,” KPK spokesperson Budi Prasetyo told reporters on Monday (15/6/2026).
Budi stated that the KPK would question Fuad because he is believed to have knowledge of the management of additional hajj quotas. He said Fuad was aware of the quota management from the initial allocation process, distribution, through to the filling of quotas by the Hajj and Umrah Organisers (PIHK).
“Therefore, his testimony is needed by investigators to complete the case file for this matter,” Budi said.
Budi noted that investigators are confident Fuad will attend today’s summons after previously failing to appear because he was still performing the hajj pilgrimage.
“The KPK believes FHM will attend and provide his testimony during today’s examination,” he added.
Previously, Fuad did not comply with the KPK’s summons as a witness in the hajj quota corruption case on Tuesday (2/6). Fuad was unable to attend as he was still in Saudi Arabia.
“Witness FHM sent confirmation that he could not yet fulfil the investigator’s summons. The witness is still in Saudi Arabia in connection with performing the hajj pilgrimage,” Budi explained at the time.
In this hajj quota corruption case, the KPK has named four suspects. They are:
Former Religious Affairs Minister Yaqut Cholil Qoumas (YCQ)
Yaqut’s former Special Staff, Ishfah Abidal Azis, also known as Gus Alex (IAA)
Operational Director of PT Makassar Toraja (Maktour), Ismail Adham (ISM)
Chairman of the Kesthuri Association, Asrul Azis Taba (ASR).
The KPK suspects that Ismail and Asrul provided money to Yaqut in his capacity as former Religious Affairs Minister. The payments were allegedly made through an intermediary, namely Yaqut’s former Special Staff, Gus Alex.
Ismail is suspected of giving USD 30,000 to Gus Alex. Ismail is also alleged to have handed USD 5,000 to the former Director General of Hajj and Umrah at the Ministry of Religious Affairs in 2024, Hilman Latief (HL).
The KPK has stated that state losses in this case amount to Rp 622 billion. This figure was calculated by the Supreme Audit Agency (BPK).
