KPK Summons Maktour Boss as Witness in Hajj Quota Corruption Case Under Former Minister Yaqut
The Corruption Eradication Commission (KPK) summoned the President Director of PT Maktour Travel, Fuad Hasan Masyhur (FHM), as a witness on Tuesday (2/6/2026) regarding the alleged corruption case involving Hajj quotas for the 2023-20pend 2024 period, during the leadership of Minister of Religious Affairs Yaqut Cholil Qoumas.
“Today, Tuesday (2/6), KPK investigators scheduled the examination of witness FHM, as the President Director of PT Maktour, in relation to the alleged criminal act of corruption concerning the Hajj quota for the Indonesian Hajj pilgrimage for 2023-2024,” said KPK Spokesperson Budi Prasetyo in a statement on Tuesday.
“Every statement from a witness is certainly needed to assist investigators in bringing clarity to this case,” he added.
According to records, the head of Maktour Travel, Fuad Hasan Masyhur, was last examined by the KPK in this case on Monday (26/1/2026). Following his examination, Fuad stated that the process of distributing additional Hajj quotas is the responsibility of the Ministry of Religious Affairs (Kemenag).
“All of that (the distribution of additional Hajj quotas) is the responsibility of the Ministry of Religious Affairs. We do not know anything else. We were told to fill [the quota], so we filled it,” Fuad said at the Merah Putih Building in Jakarta. He further noted that the special Hajj quota actually decreased in 2024, stating that their real quota was 276 when first announced.
The KPK has named four suspects in the Hajj quota corruption case: former Minister of Religious Affairs Yaqut Cholil Qoumas; Yaqut’s former special staff, Ishfah Abidal Aziz (alias Gus Alex); the former General Chairman of the Association of Hajj and Umrah Tour Travel Unity (Kesthuri), Asrul Azis Taba; and the Operational Director of PT Makassar Toraja (Maktour), Ismail Adham.
The KPK suspects there was an arrangement for filling additional special Hajj quotas that did not comply with statutory regulations, as well as the provision of funds to state officials. Ismail Adham is alleged to have provided 30,000 US Dollars to former special staff member Gus Alex regarding the arrangement of the additional special quota. Ismail also allegedly provided 5,000 US Dollars and 16,000 Saudi Riyals to the Director General of Hajj and Umrah Organistion, Hilman Latief.
As a result of these payments, eight Special Hajj Organisers (PIHK) affiliated with ASR allegedly obtained illegal profits in 2024 totalling Rp 40.8 billion. The KPK stated that Gus Alex and Hilman acted as representatives for Yaqut in receiving these funds.
