KPK Summons Four Tulungagung DPRD Leaders in Bupati Gatut Extortion Case

The Corruption Eradication Commission (KPK) has summoned four leaders of the Tulungagung Regency Regional House of Representatives (DPRD). The four are being called to testify as witnesses in the extortion case involving the inactive Bupati of Tulungagung, Gatut Sunu Wibowo (GSW).

‘KPK has scheduled the examination of witnesses related to the alleged criminal act of corruption involving extortion and other receipts within the Tulungagung Regency Government,’ KPK spokesperson Budi Prasetyo told reporters on Friday (17/7/2026).

The examination of the four Tulungagung DPRD leaders is being conducted at the East Java Regional Police. The KPK has not yet disclosed the specific material to be explored during the examination. ‘The examination is being carried out at the office of the Directorate of General Criminal Investigation of the East Java Regional Police,’ he stated.

The four Tulungagung Regency DPRD leaders summoned by the KPK are:

  1. Marsono, Chairperson of the Tulungagung Regency DPRD

  2. Abdulah Ali Munib, Deputy Chairperson of the Tulungagung Regency DPRD

  3. Ebin Sunaryo, Deputy Chairperson of the Tulungagung Regency DPRD

  4. Sabar, Deputy Chairperson of the Tulungagung Regency DPRD

As is known, Gatut was named a suspect in a case of alleged extortion against 16 heads of regional apparatus organisations (OPD) or officials. The KPK stated that a ‘magic letter’ was used by Gatut to extort officials within the Tulungagung Regency Government.

The case began after Gatut inaugurated several OPD heads within the Tulungagung Regency Government in December 2025. These officials were summoned one by one to sign a letter of agreement. The letter handed over already contained a statement that the OPD head would resign from their position and as a civil servant (ASN) if they were unable to carry out their duties and responsibilities. The letter was already stamped, but the date field was left blank.

Gatut Sunu also handed over a letter of absolute responsibility for budget management in each work unit. Copies of the resignation letters of the OPD heads were not provided by Gatut. The KPK also revealed that Bupati Gatut set an extortion target of up to IDR 5 billion. However, by the time he was eventually arrested, Bupati Gatut had only managed to collect IDR 2.7 billion.
