KPK Summons Former Head of North Sumatra BBPJN as Witness in Road Project Corruption Case
JAKARTA, KOMPAS.com - The Corruption Eradication Commission (KPK) has summoned Stanley Cicero Haggard Tuapattina, the former Head of the North Sumatra National Road Implementation Agency (BBPJN) for 2018-2025, as a witness in the corruption case involving road construction projects in North Sumatra (Sumut).
The examination is being conducted at the KPK’s Merah Putih Building,” said KPK Spokesperson Budi Prasetyo in his statement on Tuesday (12/5/2026).
However, Budi has not yet disclosed the specific matters to be explored with the witness.
Budi Prasetyo stated that the KPK has issued a general Investigation Order (Sprindik) as part of the development of the case.
“The KPK is developing the investigation of the case which originated from a sting operation, related to infrastructure projects in the PUPR region, North Sumatra Provincial PUPR, and also in the PJN, National Road Construction Region 1 North Sumatra,” said Budi at the Merah Putih Building, Jakarta, on Tuesday (5/5/2026).
“This is a development under a general sprindik, so no parties have been designated as suspects yet,” he added.
Meanwhile, the panel of judges at the Medan District Court sentenced Topan Obaja Putra Ginting to 5 years and 6 months in prison in connection with the road corruption case in North Sumatra on 1 April 2026.
In addition to the prison sentence, the defendant was also imposed with a fine of Rp 200 million each, with the provision that if the fine is not paid, it will be replaced with imprisonment for 80 days each.
The KPK has named five suspects, namely Topan Obaja Putra Ginting, former Head of the Gunung Tua PUPR Service UPTD, Rasuli Efendi Siregar, and the Commitment Making Official (PPK) of the Satker PJN Region I North Sumatra, Heliyanto.
Then, from the private sector contractors, namely the President Director of PT DNG, Akhirun Piliang, and the President Director of PT RM, Rayhan Dulasmi.
