KPK Summons Former BULOG Operations Director Over Social Assistance Case
The Corruption Eradication Commission (KPK) has summoned Epi Sulandri (EPS), who served as Head of the Operational Planning and Food Data Division (PODP) of Perum Bulog’s Operational Directorate in 2020 and now holds the position of Head of the Institutional Relations Division at Perum Bulog. Epi was summoned as a witness in the alleged corruption case concerning the transportation of rice social assistance (bansos) in 2020.
“The witness is being examined in connection with the alleged criminal act of corruption related to the distribution of rice social assistance for Beneficiary Families (KPM) under the Family Hope Programme (PKH),” KPK spokesperson Budi Prasetyo told reporters on Thursday (13/8/2026).
Budi said Epi would be examined as a witness for the suspect Bambang Rudijanto Tanoesoedibjo (BRT), President Commissioner of PT Dosni Roha Logistik. The examination was conducted at the KPK’s Merah Putih Building in Kuningan, South Jakarta.
“(Summoned and examined) for suspect BRT,” Budi explained.
Bambang Rudijanto Tanoesoedibjo, also known as Rudy Tanoe, was examined by the KPK on Tuesday (11/8). During that examination, the KPK probed allegations that the rice aid distribution contract was not properly fulfilled.
“In that examination, the process and mechanism of the procurement of rice social assistance distribution were of course explored in depth,” Budi Prasetyo said on Wednesday (12/8).
Budi explained that, according to the provisions of the contract, the social assistance should have been delivered directly to the homes of the beneficiaries. However, in practice, the rice aid was only distributed up to the sub-district level.
“Nevertheless, the distribution carried out by these distributors, the vendors working on the procurement of rice social assistance distribution, did not reach the recipients’ points but only went as far as the sub-districts,” he said.
According to Budi, the KPK found discrepancies with the agreed contract. In addition, the KPK is also examining the contract value and the operational costs incurred in the distribution of the social assistance.
“This means it also deviated from the contract agreed between the Ministry of Social Affairs and the service providers,” he stated.
Rudy Tanoe has been named a suspect in this case. The KPK announced five new suspects in the alleged corruption case involving the distribution of social assistance by the Ministry of Social Affairs in 2020, comprising three individual suspects and two corporations.
In addition, the KPK has imposed travel bans on four individuals in connection with this case. They are Bambang Rudijanto Tanoesoedibjo (BRT), President Commissioner of PT Dosni Roha; Herry Tho (HT), Operational Director of DNR Logistics from 2021 to 2024; Kanisius Jerry Tengker (KJT), President Director of DNR Logistics from 2018 to 2022; and Edi Suharto (ES), Expert Staff to the Minister for Social Change and Dynamics at the Ministry of Social Affairs.
