KPK Summons Director of PT Bukaka Sofiah Balfas in Riau SKA Flyover Case
The KPK is continuing to investigate the case of the flyover construction at the Tuanku Tambusai-Soekarno-Hatta (SKA) intersection in Riau Province in 2018. Today, the KPK has summoned the Director of PT Bukaka, Sofiah Balfas, for examination as a witness.
“The witness in the alleged corruption offence related to the Flyover Construction Project on the Road in Riau, named SB, Director of PT Bukaka,” said KPK spokesperson Budi Prasetyo to reporters on Thursday (30/4/2026).
In addition to Sofiah Balfas, three other witnesses have been summoned for examination: Victor Yusuf Djanting as Director of PT Surya Agrochem Mitra Abad, Hendrik Kianto as Director of PT Sekasa Inti Pratama, Ir Zulkarnain as Director of PT Bibis Margaraya, and Abdul Hakim as an employee of PT Bukaka. Budi did not elaborate on the details that investigators will probe with the witnesses.
“The examination is being conducted at the BPK Representative Office for Riau Province,” he stated.
Previously, the KPK had also inspected the flyover at the SKA Mall intersection in Pekanbaru, Riau. The inspection was carried out with auditors and experts to calculate state losses.
According to detikSumut, the inspection was conducted by KPK personnel on Thursday (16/4) morning. During the inspection, access to the Soekarno-Hatta Road flyover was temporarily closed, and public vehicles were not permitted to pass while the examination process was underway.
“It is true, KPK investigators along with BPK auditors and experts are conducting an inspection at the location,” said Budi Prasetyo on Thursday (16/4).
Budi revealed that the inspection was carried out to observe and calculate state losses, particularly in the flyover construction.
“This inspection is for the purpose of calculating state financial losses in the investigation of the case related to the flyover construction,” said Budi.
For information, the KPK is pursuing this case. Five individuals have been designated as suspects in this matter.
“The suspects previously mentioned are YN, GR, TC, ES, and NR,” said KPK Investigation Director Asep Guntur Rahayu during a press conference at the KPK building in Jakarta on Tuesday (21/1/2025).
The estimated budget (HPS) issued for the project at that time was Rp 159 billion. The KPK stated that the HPS was not prepared with detailed calculations.
“On 26 January 2018, the LPSE announced the tender for the flyover construction project at the Tuanku Tambusai-Soekarno-Hatta intersection with an HPS value of Rp 159,384,251,000,” he noted.
