KPK Summons 7 Hajj Travel Agency Directors for Examination in Hajj Quota Corruption Case
JAKARTA, KOMPAS.com - The Corruption Eradication Commission (KPK) has summoned seven hajj travel agency directors to serve as witnesses in the alleged corruption case concerning hajj quotas for the 2023-2024 pilgrimage period.
“Today, Wednesday (8/4/2026), the KPK has scheduled the examination of witnesses in the alleged corruption offence related to hajj quotas for the 2023-2024 hajj pilgrimage,” stated KPK spokesperson Budi Prasetyo in an official statement on Wednesday.
The examination of these seven individuals will take place at two locations.
Four hajj agency directors will be questioned at the East Java Representative Office of the Financial and Development Supervisory Agency (BPKP).
Meanwhile, the three other travel agency directors will be examined at the Merah Putih Building in Jakarta.
They are HRA, Director of PT Madani Prabu Jaya; AAB, President Director of PT An Naba International; and KS, Director of PT Ananda Dar Al Haromain.
In this case, after designating former Minister of Religious Affairs Yaqut Cholil Qoumas and his former special staff member, Ishfah Abidal Aziz alias Gus Alex, as suspects, the KPK named two new suspects on Monday (30/3/2026).
The two suspects are Ismail Adham, Operational Director of PT Makassar Toraja (Maktour), and Asrul Azis Taba, Commissioner of PT Raudah Eksati Utama and also Chairman of the Kesthuri Association.
“The KPK has again designated two individuals as suspects, namely ISM as Operational Director of PT Maktour and ASR as Commissioner of PT Raudah Eksati Utama and also Chairman of the Kesthuri Association,” said KPK Deputy for Enforcement and Execution Asep Guntur Rahayu during a press conference at the Merah Putih Building in Jakarta on Monday.
He stated that Ismail Adham provided US$30,000 to Gus Alex to facilitate the arrangement of additional special hajj quotas.
Not only that, Ismail also gave a sum of money to the Director General of Hajj and Umrah Organisers/Dirjen PHU of the Ministry of Religious Affairs, Hilman Latief, amounting to US$5,000 and 16,000 SAR (Saudi Riyal).
“The receipt of these sums by IAA (Gus Alex) and HL (Hilman Latief) is alleged to represent YCQ as the Minister of Religious Affairs at the time,” he said.
Meanwhile, Asrul Azis Taba also provided US$406,000 to Gus Alex for the same purpose.
Asep stated that as a result of these payments, eight Special Hajj Organisers (PIHK) affiliated with ASR also obtained unlawful benefits in 2024 totalling Rp 40.8 billion.
Asep said that Ismail and Asrul are suspected of violating Article 2 paragraph (1) and or Article 3 of Law No. 31 of 1999 in conjunction with Article 18 of Law No. 31 of 1999 on the Eradication of Corruption Crimes.
Or as stipulated in Article 603 or Article 604 of Law No. 1 of 2023 on the Criminal Code in conjunction with Article 20 letter (c) of Law No. 1 of 2023 on the Criminal Code.
