The Corruption Eradication Commission (KPK) has issued a stern warning regarding the governance of new student admissions in State Universities (PTN). The Chairman of the KPK, Setyo Budiyanto, stated that among the three available admission mechanisms, the independent track is considered the most vulnerable to malpractice and corruption.

Setyo delivered this statement at the Parliament Complex, Sen, Jakarta, on Tuesday (1/9/2026). According to him, the potential for intervention and ‘reserved seats’ in the independent track is significantly higher compared to other national selection tracks.

“There are three admission mechanisms. Of those three, the one with the highest risk or potential for deviation is the independent track,” said Setyo.

The KPK has attempted to implement prevention measures by issuing circular letters to all State Universities, instructing campus authorities to reject any form of intervention that does not comply with regulations. Although most rectors have followed these instructions, fraudulent practices are still being discovered in the field.

The vulnerability of the independent track was evidenced by a sting operation (OTT) conducted by the KPK at Jenderal Soedirman University (Unsoed) on 20 August 2026. In this case, the KPK named several high-ranking rectorate officials as suspects for alleged bribery and extortion during the new student admission process.

KPK investigations revealed various methods used by rogue individuals at Unsoed. One method included the alleged extortion of parents of prospective medical students, amounting to hundreds of millions of rupiah, though the victims ultimately failed to secure admission. Furthermore, there were funds diverted for personal interests, including the purchase of land assets.

Setyo Budiyanto emphasised that the Unsoed case serves as concrete evidence of how certain campus officials exploit loopholes in the independent track for personal gain. The KPK is committed to continuous monitoring of the student admission process to ensure the integrity of the educational sector remains protected.
