Jakarta, CNBC Indonesia – The Corruption Eradication Commission (KPK) has confirmed that Rosario de Marshal, also known as Hercules (HRM), chairman of the United Indonesia People’s Movement (GRIB), returned Rp800 million in a corruption case concerning the processing of building use rights (HGB) for PT Summarecon Agung (SMC) in Bogor Regency.

KPK spokesperson Budi Prasetyo said Hercules returned the money directly to the KPK at the Red and White Building through his legal team. The money is suspected to have been provided by Summarecon to Hercules for land security.

“We are still investigating the purpose of the payment. The information we have received is that the money was given by PT SMC to Mr HC in connection with securing or managing PT SMC’s land in Bogor Regency,” Budi said at the KPK, according to a statement on Friday (23 October 2026).

Budi said investigators had seized the Rp800 million handed over by Hercules’s lawyer.

“Investigators have seized Rp800 million handed over by the legal counsel of Mr HRM. The land was subsequently in the process of having its block lifted and its HGB processed; there is an alleged bribery offence committed by PT SMC involving officials within the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN),” Budi said.

The Summarecon HGB bribery case

Budi said there was a dispute over the Summarecon land. He said the dispute was suspected of triggering bribery to have the HGB block lifted by officials at the Bogor Regency ATR/BPN land office.

“There was initially a suspected dispute in this area because several residents claimed to hold land certificates for part of the land managed by PT SMC. They then applied to the Bogor Land Office to have the block imposed,” Budi said.

According to Budi, SMC allegedly bribed officials at the Ministry of ATR/BPN to have the block lifted so the HGB process could continue.

Budi said the money allegedly given by Summarecon to Hercules was believed to be related to managing and securing the land.

“Yes, for managing the land, including security,” he said.

KPK investigators had earlier searched three directorate-general offices at the Ministry of ATR/BPN on Thursday (17 September 2026). The following day, they also searched PT Summarecon’s office in East Jakarta. The KPK has named eight people as suspects in the alleged bribery and other payments within the ministry.

They are Sontang Coin Manurung, head of the Bogor Regency Land Office I; Golkar Party politician Fahd El Fouz, also known as Fahd A Rafiq; former Kebumen regent Arif Sugiyanto; and PT Summarecon Agung Tbk president director Adrianto Pitojo Adhi.

The four other suspects are Lampri, director-general of land and spatial control and enforcement at the Ministry of ATR/BPN; and Muhammad Fakhry, Erwin and Rizal Pahlevi. The KPK has described Arif, Fahd, Erwin and Muhammad Fakhry as trusted associates of ATR/BPN Minister Nusron Wahid.

The suspects have been detained for an initial 20-day period, from 15 September to 4 October 2026, at the KPK’s detention centre in the Red and White Building.

During an operation in the Greater Jakarta area on Monday (14 September), the KPK arrested 19 people and found evidence including Rp106.3 billion in cash.

The money was found in several red suitcases at the home of Arif Sugiyanto, the former Kebumen regent described as a trusted associate of ATR/BPN Minister Nusron Wahid. It comprised Rp31.86 billion, US$2,611,500, S$1,974,500, SAR910 (Saudi riyals) and RM981 (Malaysian ringgit).

Cash was also found at the home of private-sector individual Rizal Pahlevi, totalling Rp896 million; at the home of Zimamun Ni’am Aulawi, head of rights determination and land registration at the Bogor Regency Land Office I, totalling Rp8 million; and at the home of Sontang Coin Manurung, head of the Bogor Regency Land Office I, totalling Rp49.5 million.
