JAKARTA — The Corruption Eradication Commission (KPK) has displayed cash totalling Rp 756.8 million found in suitcases, bags, and black plastic discovered during a sting operation that ensnared Rejang Lebong Regent Muhammad Fikri Thobari on Monday, 9 March 2026.

“During the sting operation, the KPK also secured various pieces of evidence, including documents, electronic evidence, and cash totalling Rp 756.8 million,” said KPK Deputy for Prosecution and Execution Asep Guntur Rahayu at a press conference at the Red and White Building in Jakarta on Wednesday, 11 March 2026.

Asep stated that the hundreds of millions of rupiah were discovered at several locations: firstly, Rp 309.2 million was found inside the vehicle of the Head of Public Works (PUPR-PKP) Department of Rejang Lebong, Hary Eko; secondly, Rp 90 million was discovered inside a suitcase stored beneath a television at the residence of Santri Ghozali, a civil servant at the PUPR-PKP Department.

“Through intensive investigation, the KPK also discovered alleged additional receipts by Fikri through Hary Eko from various parties using the modus operandi of requesting project fees from several contractors, totalling Rp 775 million. This conduct appears to be a repeated pattern,” he said.

Besides Fikri, the KPK has designated four other individuals as suspects: Head of PUPR-PKP Department Hary Eko Purnomo, Irsyad Satria Budiman from PT Statika Mitra Sarana, Edi Manggala from CV Manggala Utama, and Youki Yudiantoro from CV Alpagker Abadi.

Asep explained that the case originated in early 2026, when several physical construction projects existed at the Public Works, Spatial Planning, Housing and Settlement Area (PUPR-PKP) Department of Rejang Lebong Regency, with the total departmental budget reaching Rp 91.13 billion.

In February 2026, Rejang Lebong Regent Fikri held a meeting with the Head of PUPR-PKP Department Hary Eko Purnomo and B Daditama representing the private sector.

“During that meeting, there was an alleged discussion regarding the arrangement or allocation of contractors for project work at the PUPR-PKP Department in the 2026 budget year, including discussion of fee arrangements (advance payments) of approximately 10-15 percent of the project value,” Asep stated.

Asep noted that after the contractor allocation was arranged, Fikri wrote certain letter codes on a Physical Work Summary sheet representing “contractor initials” that would undertake project packages at the PUPR-PKP Department of Rejang Lebong Regency for the 2026 budget year.

According to Asep, a meeting of minds (mens rea) or agreement formed between Regent Fikri and the Head of PUPR-PKP Department Hary Eko with the contractors regarding the execution of project packages at the PUPR-PKP Department of Rejang Lebong Regency.

The three contractors involved are Irsyad Satria Budiman representing the private sector at PT Statika Mitra Sarana; Edi Manggala from CV Manggala Utama; and Youki Yudiantoro from CV Alpagker Abadi.
