KPK Seizes Project Documents from BNPB Secretary-General in Procurement Probe
JAKARTA — Indonesia’s Corruption Eradication Commission (KPK) has seized a number of goods and services procurement documents from Rustian, Secretary-General of the National Disaster Management Agency (BNPB). The documents relate to projects being investigated over alleged corruption involving BNPB’s On-Call Fund (DSP).
KPK spokesman Budi Prasetyo said the documents were seized after Rustian was questioned as a witness at the KPK’s Red and White Building on Tuesday (27 October 2026). Rustian was not detained after the questioning.
“The bag contained several documents related to projects carried out by the suspects. Investigators also seized procurement documents,” Budi said, as quoted on Wednesday (28 October 2026).
Rustian was questioned in his capacity as BNPB’s Budget User Authority (KPA), as well as in connection with the appointment of the Commitment-Making Official (PPK), who is a suspect in the case. Investigators are also examining Rustian’s role in the procurement of goods and services funded by the DSP, from planning through to payments to vendors.
“[He was] questioned about the appointment of the PPK, who is also one of the suspects in this case,” Budi said.
Budi said Rustian’s testimony was needed to clarify the mechanisms for using the DSP, which allow certain procurements to be carried out without a tender. The KPK is investigating who had the authority to decide how the budget was used and to select companies to carry out the projects.
“Of course, these processes are hierarchical. There is the working group, then the PPK, then the KPA. Today, the KPA, RST, as Secretary-General, is also the KPA in that capacity, as well as the PPK,” Budi said.
The KPK suspects the procurement mechanism was used to appoint private companies that had conflicts of interest with BNPB officials.
“This is suspected to have created an opening for parties at BNPB to appoint private-sector parties that allegedly had conflicts of interest,” Budi said.
Rustian was also among those detained during a KPK sting operation on 13 October 2026. However, investigators released him after intensive questioning.
The KPK previously named five people as suspects in a corruption case involving the use of the DSP at BNPB. One is Bima Setiawan, an expert adviser to the BNPB chief and the younger brother of former BNPB chief Suharyanto. Suharyanto is an active-duty Indonesian Army lieutenant general, a three-star rank.
The other four suspects are Richard Erlangga, an expert adviser to former BNPB chief Suharyanto; Gabriel Purwaka Sigit, head and PPK of BNPB’s Subdirectorate for Emergency Assistance and Fund Management; and private-sector individuals Syifa Nrika Ghifarin and Gery Prasetiawan.
The KPK has detained the suspects for an initial 20 days, from 14 October to 2 November 2026. They are being held at the KPK’s Red and White Building detention centre.
