KPK Seizes Harley-Davidson and Rubicon from Former MPR Secretary-General Ma'ruf Cahyono

The Corruption Eradication Commission (KPK) has officially detained former Secretary-General of the People’s Consultative Assembly (MPR), Ma’ruf Cahyono, as a suspect in a gratuities case linked to the procurement of goods and services within the MPR Secretariat General. The anti-graft body also seized evidence including a Harley-Davidson motorcycle and a luxury Rubicon car. Acting Director of Investigations at the KPK, Achmad Taufik Husein, explained that the seized items were proceeds received by Ma’ruf from several business partners. These partners were directly appointed by him to work on procurement projects at the MPR Secretariat General. “In the investigation of this case, the KPK has also secured a number of pieces of evidence suspected to be proceeds from business partners in the procurement of goods and services within the MPR Secretariat General, namely one Harley-Davidson motorcycle and one Rubicon car,” Taufik stated during a press conference at the KPK’s Red and White Building in South Jakarta on Thursday (9/7/2026). In addition to the two luxury vehicles, Taufik said investigators also seized a guitar worth Rp 10 million, a Brompton bicycle worth Rp 30 million, and a mobile phone worth Rp 20 million as electronic evidence. The investigation also uncovered evidence that Ma’ruf used the gratuity money to renovate his house and finance his child’s wedding reception. “Rp 1.9 billion was used to renovate MC’s private residence in Gandul, Depok. Some money was also used to finance the wedding reception of suspect MC’s child in November 2020,” he added. Taufik confirmed that the KPK is continuing to trace other assets and evidence related to the case to optimise state financial recovery. Regarding the case construction, Taufik explained that during his tenure as MPR Secretary-General from 2016 to 2023, Ma’ruf, as Budget User at the MPR Secretariat General, allegedly appointed himself as Budget User Proxy and Commitment Making Officer. Ma’ruf allegedly instructed a trusted person, Zakaria, to gather and contact entrepreneurs who were prospective project partners at the MPR Secretariat General. For job offers at the MPR Secretariat General, prospective partners were first asked for a fee by MC, termed ‘non-refundable money’ or ‘assalamualaikum money’, amounting to about 10 per cent of the work package value. The total money received by MC from these fees reached around Rp 7 billion, received either directly or through the intermediary Zakaria. The KPK revealed that Ma’ruf also ordered staff to appoint goods and services providers according to his wishes or those conveyed by Zakaria through a direct appointment mechanism. Ma’ruf even received a trading account from a brokerage corporation appointed to win a work package within the MPR Secretariat General. The account’s value was estimated at Rp 14.4 billion. Taufik explained that Ma’ruf also opened a nominee account under the name of Fauzul Akhyar, a private party from PT Valbury Ecapital International, a company that provided office stationery to the MPR Secretariat General. Between 2021 and 2022, MC allegedly received a total of Rp 16.4 billion through these accounts. Consequently, the total gratuities MC is suspected of receiving through these holding accounts reached approximately Rp 30 billion. Taufik stated that Ma’ruf could not prove the receipts came from legitimate sources and never reported the gratuities to the KPK within the mandatory 30 working days. Ma’ruf has been detained for an initial 20 days starting 9 July 2026 at the KPK’s Red and White Building detention centre. He is charged under Article 12B of Law Number 31 of 1999 as amended by Law Number 20 of 2001 on the Eradication of Corruption in conjunction with Article 55 paragraph (1) of the Criminal Code.
