KPK says two private-sector suspects in Haj quota case have not yet been detained
Two private-sector suspects in the Haj quota case have not yet been detained, and the KPK will accelerate this to ensure it is resolved as part of the investigation, spokesperson Budi Prasetyo told reporters at the Merah Putih Building of the KPK in South Jakarta on Tuesday, 19 May 2026.
Prasetyo said investigators are continuing to conduct intensive examinations of a number of witnesses in the case, from both the association side and the PIHKs (Penyelenggara Ibadah Haji Khusus) on the private side, as well as from the Ministry of Religious Affairs.
‘To delve into, to see, how the process, mechanism and arrangements for the distribution of the additional Haj quotas work,’ he explained.
He noted that every statement from witnesses will further complete the case file being assembled by investigators. He said that when the case file is complete, the investigators will immediately hand it over to the prosecution.
‘Investigators can also promptly complete their investigative files so that we will immediately hand over to the prosecution,’ he added.
It is known that in this Haj quota corruption case, the KPK has named four suspects. They are: 1. Former Minister of Religious Affairs Yaqut Cholil Qoumas (YCQ); 2. Former Yaqut Special Staff Ishfah Abidal Azis alias Gus Alex (IAA); 3. Operational Director of PT Makassar Toraja (Maktour) Ismail Adham (ISM); 4. Chairman of the Asosiasi Kesthuri Asrul Azis Taba (ASR).
Yaqut and Alex have already been detained by the KPK earlier. Meanwhile Ismail and Asrul have not yet been detained.
The KPK suspects Ismail and Asrul provided money to Yaqut as the former Minister. The money was given via intermediary, namely former Yaqut special staff Gus Alex.
Ismail is suspected of giving Gus Alex USD 30,000. He also, according to Asep, handed money to the former Director-General PHU of the Ministry of Religious Affairs in 2024, Hilman Latief (HL), amounting to USD 5,000.
The KPK states that the state’s losses in this case reach Rp 622 billion. The amount is the result of calculations by the Audit Board (BPK).
