KPK Reveals Subordinate of Silmy Karim Purchased House Using Gold Obtained from Extorting Foreign Nationals
KPK Chairman Setyo Budiyanto has revealed that suspects converted extortion proceeds into gold bars after realising the KPK was investigating alleged corruption regarding the processing of Foreign Worker Utilisation Plans (RPTKA) and residence permits for foreign nationals. One suspect, Juniadi Sri Priambudi (JSP), who serves as the Head of the Limited Stay Permit (Itas) Status Change Team, reportedly purchased a house using these gold bars.
“In fact, during the house purchase, there were pallets, including items that have been seized; the payment method was also unusual,” Setyo explained during a press conference at the KPK’s Merah Putih building, South Jakarta, on Thursday (4/6/2026). “Typically, transactions for immovable property use Rupiah via bank transfers or similar methods, but in this case, gold bars were used.”
Office Boy Accounts Used as Collection Points
Setyo also disclosed that the funds extorted from foreign nationals were deposited into several accounts, including those of office boys (OB). Based on reports from the Indonesian Financial Transaction Reports and Analysis Centre (PPATK), 35 employees of the Ministry of Immigration (Imipas) between 2019 and 2025 were found to have fund flows across 96 bank accounts, totalling Rp 366.7 billion.
“Of the total fund flows, only Rp 9.7 billion, or 3 per cent, originated from salaries or allowances. The remaining 97 per cent is alleged to have come from parties involved in immigration-related administrative processes,” Setyo stated.
Suspect Silmy Karim is alleged to have orchestrated the extortion by demanding a share from the processing of residence permits for foreign nationals. This demand was allegedly passed through the Director of Stay Permits and Immigration Status, Jaya Saputra (JS), who currently serves as the Head of the West Java Immigration Regional Office.
Subsequently, Jaya Saputra allegedly instructed the Head of Sub-directorate in the Directorate of Stay Permits, Bagus Bramantyo (BGS), and the Head of Sub-directorate for Stay Permit Status Change, Tessar Bayu Setyaji (TBS), to collect additional illegal fees (pungli) from applicants.
“The orders from the top were passed down to the director, then to the sub-director, and finally to the staff specifically tasked with executing those orders,” he said. BGS and TBS allegedly provided access to JSP and GST, staff members within the Directorate of Stay Permits.
Furthermore, suspect GST, a staff member in the Stay Permit Sub-directorate, allegedly collected these fees into several collector accounts, allegedly utilising nominee accounts. “Some used accounts belonging to cleaning services, some used office boys, some used family members or relatives, and some even used purchase accounts. They did not use their own accounts, but rather various other accounts,” he concluded.
