KPK Reveals Sting Operation on Director-General of ATR/BPN over Building Rights Processing

The Corruption Eradication Commission (KPK) has revealed a sting operation (OTT) that ensnared a director-general at the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) and two heads of Land Offices, in connection with the processing of building rights titles (hak guna bangunan, HGB).

“In the Bogor Regency area, the party involved is Summarecon,” said Budi at the KPK’s Red and White Building in Jakarta on Monday evening (14/9).

Budi said the KPK would provide more detailed information about the private parties involved in a follow-up statement.

“We will convey the details later,” he said.

The KPK confirmed it had carried out its 20th sting operation of 2026. The operation related to alleged corruption in the processing of HGB titles.

In the operation, the KPK arrested 17 people, including the Director-General of Land and Spatial Control at the Ministry of ATR/BPN, Lampri, the Head of the Bogor Regency Land Office, Sontang Coin Manurung, and the Head of the Tangerang City Land Office, Tardi.

Also arrested were Golkar Party Central Executive Board member Fahd Arafiq and former Regent of Kebumen Arif Sugiyanto. During the operation, the KPK seized evidence in the form of cash in rupiah and foreign currency, with the amount estimated to reach hundreds of billions of rupiah.

Under the Criminal Procedure Code (KUHAP), the KPK has 24 hours to determine the status of those arrested in the sting operation.
