KPK Reveals Sources of Alleged Gratification for Kuansing Regent: ASN Allowance Cuts

The Corruption Eradication Commission (KPK) has revealed the sources of alleged gratuities received by Kuantan Singingi (Kuansing) Regent in Riau Province, Suhardiman Amby.

Acting Director of Investigation at the KPK, Achmad Taufik Husein, said the first source of receipts came from deductions to civil servants’ Additional Income Allowance (TPP).

“The team found that there were receipts obtained by the regent through deductions to the TPP, and it was stated earlier that these deductions reached around 50 per cent,” Taufik said at the KPK’s Red and White Building in Jakarta on Tuesday evening (4/8).

He said investigators are still looking into the matter, including by questioning witnesses in Pekanbaru.

“And this is what the investigative team is currently delving into, with the questioning taking place in Pekanbaru. Perhaps you have all been monitoring the activities as well,” he added.

The second alleged source of receipts came from honourarium payments, as identified through an audit by Indonesia’s Supreme Audit Agency (BPK).

“Secondly, there were also honourarium receipts that were subsequently discovered through the BPK audit, which found overpayments received by the regent. This led to various methods being employed by the regent to repay the amounts, since the audit finding required restitution,” Taufik explained.

“Now, in order to make this restitution, it was found earlier that staff or civil servants within the Kuansing Regency administration were asked to cover it, or were instructed to make contributions, so that the regent could repay what the BPK had discovered. That is what we are layering with gratification offences,” he continued.

So far, three suspects have been legally processed and detained by the KPK in a case of alleged bribery for the filling of regional administrative posts and/or gratification receipts in Kuansing Regency between 2021 and 2026.

They are Kuansing Regent Suhardiman Amby; Regional Secretary of the Kuansing Regency Administration, Zulkarnain; and Director of PT Mitra Ideal Consultant (MIC), Ardiles, in relation to the alleged position-related bribery.

Suhardiman is also being prosecuted over other alleged receipts connected to the release of limited production forest areas.

The suspects have been detained at the KPK’s Red and White Building Branch State Detention Centre.

Suhardiman, as the receiving party, is charged under Article 12 letter a or letter b and/or Article 12 B of the Corruption Eradication Law.

Meanwhile, Zulkarnain and Ardiles, as the giving parties, are charged under Article 605 or Article 606 paragraph (1) of Law Number 1 of 2023 on the Criminal Code in conjunction with Law Number 1 of 2026 on Penalty Adjustments, in conjunction with Article 20 letter c of the Criminal Code.
