The KPK has revealed that the former Deputy Minister of Immigration and Correctional Services, Silmy Karim, had communications with a German national named Andrej Frey (53), who is known as the boss of PARQ Ubud, also referred to as ‘Kampung Rusia’ (Russian Village). The KPK is currently investigating these findings.

“Regarding Andrej Frey, the German national, I cannot provide detailed descriptions as this pertains to the substance of the investigation, but it is true that such information exists and is being developed by investigators,” said the Acting Director of Investigation at the KPK, Taufik Ahmad Husein, at the KPK building in Kuningan, Jakarta, on Monday (8/6/2026). Taufik was questioned regarding the existence of communication between Silmy and Andrej.

The KPK is further investigating whether there were any extortion tactics involved in said communications. This aspect will be expanded upon during the ongoing investigation.

Andrej Frey himself was arrested by the Bali Regional Police in January 2025. The tourist site referred to as ‘Kampung Rusia’ allegedly violated land use permits.

“The suspects are the Director of PT PARQ Ubud Partners, the Director of PT Tommorow Land Development Bali, and the Director of PT Alfa Management Bali,” stated the Bali Regional Police Chief, Inspector General Daniel Adityajaya, during a press conference at the Bali Regional Police Directorate of Special Crimes, as reported by detikBali on Friday (24/1/2025).

The case involves the criminal conversion of protected agricultural land and paddy fields, as regulated under Law Number 22 of 2019 on the Sustainable Agricultural Cultivation System and/or Law Number 41 of 2009 on the Protection of Sustainable Food Agricultural Land. The case originated from complaints by local residents regarding agricultural land being converted into business activities.

Silmy Karim is currently a KPK suspect and has been detained. In addition to Silmy, seven other individuals have been named as suspects. Silmy and his associates are charged under articles relating to extortion and gratification. Investigators have also seized several pieces of evidence, including foreign currency in US Dollars and Singapore Dollars, precious metals, and several vehicles.

The list of the eight suspects in this case includes:

  1. Silmy Karim (SK) – Former Deputy Minister of Immigration and Correctional Services (2025-2026) and Director General of Immigration and Correctional Services (2023-2024).

  2. Saffar Muhammad Godam (SMG) – Acting Director General of Immigration (2024-2025).

  3. Jaya Saputra (JS) – Director of Stay Permits and Immigration Status, Directorate General of Immigration.

  4. Tessar Bayu Setyaji (TBS) – Head of Sub-directorate for Change of Stay Permit Status, Directorate of Stay Permits and Immigration Status, Directorate General of Immigration.

  5. Bagus Bramantyo (BGS) – Head of Sub-directorate in the Directorate of Stay Permits.

  6. Ronald Arman Abdullah (RAA) – Head of Central Jakarta Immigration Office (2024-2025) and Head of Class I Special Non-TPI West Jakarta Immigration Office (2025-2026).

  7. Juniadi Sri Priambudi (JSP) – Head of the ITAS Status Change Team.

  8. Gusti Benar – Staff of the Stay Permit Sub-directorate.
