The Corruption Eradication Commission (KPK) has exposed alleged extortion practices directed at regional government agencies in Cilacap Regency to fund year-end bonuses (THR), carried out by Cilacap Regent Syamsul Auliya Rachman. The KPK suspects the extortion occurred since 2025.

“During intensive investigations, the KPK also found evidence of similar practices occurring in 2025,” stated Asep Guntur Rahayu, Deputy for Prosecution and Execution at the KPK, at a press conference at KPK’s Red and White Building in South Jakarta on Saturday (14 March 2026).

“So the provision of this THR was not only for the 2026 holiday, but it had already happened in 2025. However, at that time, it was neither monitored by us nor had we received any information about it,” Asep added.

The KPK suspects Syamsul Auliya instructed one of his staff members to collect funds from various regional government agencies. These funds were allegedly used to meet external THR needs.

“Where the suspect allegedly instructed one of his staff to collect a sum of money from regional government agencies to meet external THR requirements,” he stated.

Asep noted that had this year’s scheme gone undetected, there was potential for similar practices to be repeated in the future.

“So this had already been repeated, and if this year we had not caught it in the act, then most likely it would have been repeated again in the future,” he said.

The KPK has named two suspects from a raid (OTT) in Cilacap Regency, Central Java. They are Cilacap Regent Syamsul Auliya Rachman and Cilacap Regional Secretary Sadmoko Danardono.

“Namely, first, the suspect in his capacity as Cilacap Regent for the 2025-2030 term; secondly, the suspect in his capacity as Regional Secretary (Sekda) of Cilacap Regency,” Asep stated.

The KPK also seized 610 million rupiah during the raid. The money was stored at the residence of Cilacap Regency’s Assistant II, Ferry Adhi Dharma.

“The team also secured evidence in the form of documents, electronic evidence (BBE), and cash totalling 610 million rupiah. Some of this money had already been placed into goodie bags stored at the private residence of the suspect and was to be distributed as THR to external parties,” Asep said.

“Additionally, from the funds in question, some had only recently been received by the suspect from deposits made by regional government agencies, which were secured in his office,” he added.
