KPK: Regional Heads' THR Distribution to Forkopimda Widespread in Several Regions

The Corruption Eradication Commission (KPK) states that the distribution of Eid al-Fitr bonuses (THR) by regional heads to the Regional Leadership Coordination Forum (Forkopimda) is occurring extensively in several regions of Indonesia.

“Modus operandi of distributing THR to parties outside the usual recipients, such as Forkopimda from district governments, has been quite widespread, as revealed in several hand-caught incidents conducted by the KPK,” said KPK Spokesperson Budi Prasetyo to reporters on Wednesday (22/4), quoted from Antara.

Budi cited examples of this modus operandi occurring in Rejang Lebong Regency, Bengkulu, then Cilacap Regency, Central Java, up to Tulungagung Regency, East Java.

Therefore, he stated that the KPK will continue to trace the flow of funds, particularly related to the distribution of THR to Forkopimda.

For instance, he said, in the Rejang Lebong case, where the KPK examined five witnesses on 21 April 2026.

“This will continue to progress. We will keep updating on the developments of this investigation,” he said.

In accordance with Law No. 23 of 2014 on Regional Government, the Regional Leadership Coordination Forum (Forkopimda) is a forum to support the smooth implementation of general government affairs.

The regency/city Forkopimda is chaired by the regent/mayor, while the provincial Forkopimda is led by the governor. Its members consist of the DPRD leadership, police leadership, prosecutor’s office leadership, and the leadership of the TNI Territorial Unit in the region.

Previously, the KPK conducted three hand-caught operations (OTT) in 2026.

The modus operandi of alleged THR distribution to Forkopimda was initially known from the OTT against Cilacap Regent Syamsul Auliya Rachman.

After that, the KPK reported a similar modus operandi carried out by Tulungagung Regent Gatut Sunu Wibowo.

For the case of Rejang Lebong Regent Muhammad Fikri Thobari, the KPK initially stated that the regional head received alleged bribe money which would then be used for THR distribution. However, it has not yet been mentioned regarding plans to distribute THR to Forkopimda in that region.

On 21 April 2026, the KPK revealed that it examined two Polri members, two prosecutors, and one civil servant to investigate the THR distribution by Fikri Thobari to the Forkopimda of Rejang Lebong Regency.
