JAKARTA, KOMPAS.com - The Corruption Eradication Commission (KPK) has revealed that Regent of Rejang Lebong Muhammad Fikri Thobari and the head of the Public Works Department, Hary Eko Purnomo, received money on multiple occasions through extortionate project fees demanded from various contractors.

The KPK stated that through this modus operandi, Fikri and Hary collected money totalling Rp 775 million.

“In intensive examinations, the KPK also discovered allegations of other receipts by Fikri through Hary Eko from various parties using the modus of demanding project fees from contractors reaching a total of Rp 775 million. Therefore, this act is alleged to be recurring,” said Deputy for Enforcement and Execution Asep Guntur Rahayu at the Red and White Building in Jakarta on Wednesday (11 March 2026).

In February 2026, Regent Fikri, Head of Public Works Department Hary Eko Purnomo, and a private party named B Daditama held a meeting at the Regent’s Official Residence.

“In this meeting, there is alleged to have been discussion of arranging or plotting contractors for project works at the Public Works Department in the 2026 fiscal year, including discussion regarding the size of fees (ijon) around 10-15 per cent of the value of the project works,” he said.

Asep stated that after plotting arrangements, Regent Fikri wrote on a Physical Work Summary sheet with certain letter codes representing “contractor initials” who would carry out project packages at the Public Works Department of Rejang Lebong Regency in the 2026 fiscal year.

He said the request for these fees was made to meet Fikri’s needs for Eid al-Fitr.

“After that, MFT (Regent Rejang Lebong Fikri) sent it via chat to BDA (B Daditama) regarding requests for various fees (ijon) from the contractors appointed by the Regent, allegedly due to needs ahead of Eid al-Fitr,” he said.

Asep stated that during the process there was a meeting of the minds (mens rea) or agreement between Regent Fikri and the Head of Public Works Department Hary Eko with contractors for the execution of project packages at the Public Works Department of Rejang Lebong Regency.

He said that after this direct appointment, initial fee payments (ijon) in the form of money from three contractors to Regent Fikri allegedly occurred through intermediaries totalling Rp 980 million.

The details are as follows: First, on 26 February 2026, Edi Manggala from CV Manggala Utama transferred Rp 330 million (3.4 per cent of the project value for construction of a pedestrian path and drainage system and sports centre worth a total of Rp 9.8 billion) through the Head of Public Works Department, Hary Eko.

Second, on 6 March 2026, Irsyad Satria Budiman from PT Statika Mitra Sarana transferred Rp 400 million (13.3 per cent of the project value for road works worth Rp 3 billion) through Santri Ghozali, an official at the Public Works Department.
