KPK Refutes Yaqut's Claim Regarding Hajj Quota Allocation
The Corruption Eradication Commission (KPK) refuted the statement made by former Religious Affairs Minister, Yaqut Cholil Qoumas, regarding the equal distribution of additional Hajj quotas to ensure the safety of pilgrims.
The KPK believes that the allocation of additional Hajj quotas during Yaqut’s tenure as Minister of Religious Affairs was not based on discretionary measures. Investigators have found various pieces of evidence indicating that the allocation of the quota was related to financial flows.
“Many witnesses have explained this, including evidence of money and other assets,” said KPK spokesperson Budi Prasetyo at the KPK’s Red and White Building in South Jakarta, as quoted on Wednesday (February 25).
Budi explained that several witnesses have submitted evidence in the form of money and goods allegedly related to the allocation of Hajj quotas. The KPK has also confiscated the evidence.

He added that all findings in the investigation process will be presented in the pre-trial hearing.
Previously, Yaqut stated that the allocation of Hajj quotas was carried out by considering the safety of pilgrims. He has been named a suspect by the KPK in a case of alleged corruption related to the allocation of additional Hajj quotas for the 2023-2024 Hajj pilgrimage.
“The only consideration I made when determining the allocation of the quota was hifdzun nafsi, which is to protect the safety of pilgrims due to the limited space available in Saudi Arabia,” Yaqut said at the South Jakarta District Court, as reported by Antara on Tuesday, February 24, 2026.
He emphasized that the allocation of the quota was under the jurisdiction of Saudi Arabia, so it was bound by applicable regulations and not entirely within the authority of the Indonesian government.
Yaqut also said that this case is a lesson for leaders in making policies, especially in considering humanitarian aspects.
The provisions of the KPK Law, which are considered to open up opportunities for active members of the TNI and Polri to serve as leaders of the KPK, have been challenged in the Constitutional Court because they are considered open to interpretation.
